(At MSC Torrijos campus)Even as a three-year moratorium on the creation of new universities and colleges and conversion of existing state colleges into universities has been introduced in the Senate, the Marinduque State College appears focused in moving forward to “universityhood” under the leadership of Dr. Romulo H. Malvar, MSC president.
An elaborate investiture ceremony for the MSC president is actually being held today at the MSC Covered Court with guests from CHED, others from state colleges and universities in regions IV-A & B, the MSC board of trustees, and local officials including Congressman Lord Allan J. Q. Velasco.
The congressman, in a brief talk with this blogger, thinks that Congress and CHED have sufficient time to assess, monitor and upgrade the system of higher education and that, MSC, in aspiring to become a university would meet these challenges of providing quality education competitive enough to meet the requirements of the global environment. He sees MSC conversion into a university occuring by 2013. 
(At the MSC Matalaba Campus)Velasco stated that on his part, just for the last six months, he has partnered with MSC under Malvar’s leadership in projects that set their sights on the future such as the ongoing construction of a Tourism Hall at the MSC Sta. Cruz campus.
"Tourism opportunities abound in our province that creating jobs here at home is no longer farfetched”, Velasco said. The construction of a multi-purpose hall at the Matalaba campus for the benefit of MSC students will soon follow, he also stated.
(MSC President, Dr. Romulo H. Malvar at the MSC Sta. Cruz campus)Velasco also expressed pleasure that nearly 2,000 MSC students are being benefitted by the Velasco Achievers scholarship program at present.
“This is the biggest number of student beneficiaries in MSC history”, Dr. Malvar was quoted to have stated openly during the recent distribution of educational assistance as they made the rounds of the MSC campuses in Boac, Sta. Cruz and Torrijos.
Velasco said that the figures will continue to rise with an additional Php 1-million budget for the next school term. He also made a commitment to the institution of providing financial assistance to all students who would enroll at MSC’s School of Agriculture.
