Entire province of Marinduque now under MGCQ. What to expect? Gov. Velasco issues EO No. 31-2020

The entire province of Marinduque is placed under Modified General Community Quarantine (MGCQ) from June 1-15, 2020 by virtue of Executive Order No. 31-2020 issued by Gov. Presbitero Velasco on May 30, 2020. 

Starting today, June 1st the Philippine government is enforcing less stringent community quarantine measures after more than two months of strict movement restrictions to prevent the further spread of COVID-19. 

Metro Manila, Cagayan Valley, Central Luzon, Calabarzon, Pangasinan, Albay, and Davao City are placed under general community quarantine or GCQ. 

The rest of the country, including Marinduque, is placed under a modified general community quarantine (MGCQ) – the lowest form of community quarantine being enforced by the government. 

In the implementation of IATF-MEID Resolution No. 40 (s. 2020) placing the Province of Marinduque under MGCQ, Gov. Velasco ordered among others the following:

All residents and persons staying in Marinduque should strictly observe and comply at all times with the minimum public health standards as prescribed by the DOH for GCQ areas, applying the same to Marinduque as an MGCQ area. 

This also includes the mandatory wearing of face masks, full observance of social or physical distancing, health or hygiene etiquette and other protocols.

All persons shall now be allowed to go outside of their residences. Ordinances on curfew issued by municipal governments shall only apply to non-workers. Although modified, Marinduque is still under community quarantine.

Individual and group outdoor exercises and non-contact sports such as golf, tennis,table tennis, and swimming shall be allowed, but wearing of face masks, physical distancing and no sharing of equipment shall be followed. 

Public gatherings such as movie screenings, concerts, sporting events and other entertainment activities, community assemblies, religious gathering, and non-essential work gatherings shall be allowed provided that participants shall be limited to 50% of the venue seating capacity. 

Municipal mayors shall see to it that organizers of these activities have complied with the public health requirements especially physical distancing, disinfection of area particularly the toilets, wearing of face masks, and the use of thermal scanners before issuing a mayor’s permit.

Public consultation with the provincial and municipal governments, parents-teachers associations and national agencies are required before Higher Education Institutions (HEIs) can hold residential or face-to-face classes. 

Mass gatherings of students in HEIs are strictly prohibited. For K-12 Basic Education, the Basic Education Learning Continuity Plan of the DepEd shall be adopted.

Work in all public and private offices may be allowed to resume allowing physical reporting to work at full operating capacity, with alternative work arrangements for persons who are 60 years old and above, those with immunodeficiency, comorbidity, or other health risks and pregnant women. 

Employers and employees shall strictly comply with the DTI and DOLE Guidelines on Workplace Prevention and Control of COVID-19. Failure on the part of employers to comply with said guidelines may be a ground for suspension or revocation of the mayor’s permit.

These are just some of the things we could expect in our island-province of Marinduque under MGCQ..
