Marinduque Gov. Velasco to deliver SOPA



Marinduque Governor Presbitero J. Velasco will deliver his first State of the Province’s Address (SOPA) this morning, July 24 at the Marinduque Convention Center.

His SOPA address will be held in a "low risk" MGCQ setting.

The Governor’s address is expected to focus on the efforts of his administration to bring about the needed change in the island-province after being a 4th class province for over four decades now.

Lack of revenues and being an IRA-dependent province has always been the challenge here.

An early move by Gov. Velasco to gain funds for the province is government control of the sale of aggregates that produced no income for such sale and a measly P 1,600.00 in taxes from January to June 2019 prior to his leadership.

The Sangguniang Panlalawigan headed by Vice-Governor Romulo Bacorro, Jr. issued a resolution in July 2019, granting power to the governor for the temporary takeover of aggregates operations.

Supported by an executive order, the provincial treasury has collected P 13-million in sand and gravel sales and taxes from July 2019-June 2020.

Velasco is expected to report innovations he has introduced to resolve health issues, like the concession and consignment agreement with MACTycoon that provides, at no cost, medical and laboratory equipment for the Marinduque Provincial Hospital.

As a result, the hospital now has a digital x-ray machine, CTScan and laboratory equipment.  Other equipment covered by the said agreement are ECG, 2D Echo for heart and dialysis machines.

Also expected to be tackled by the Governor are accomplishments and initiatives to address other perennial issues like lack of potable water and lack of irrigation, power problem, unemployment, other health, environmental, agricultural, tourism development, infrastructure and others.   

Indispensable on the road to transforming Marinduque into a progressive community is the full support and cooperation of Marinduque Congressman and soon to be Speaker of the House, Lord Allan Velasco. He has been invited to deliver a message for the occasion.

Key provincial, municipal and barangay officials, officials of line agencies and private sector representatives have likewise been invited, with health protocols to be observed.
