BM Lyn Angeles slams P300-M loan: height of insensitivity, approved without reading, not transparent

Adeline 'Lyn' ANgeles, provincial board member has just posted comments in her Fb account in connection with the P300-M 'midnight' loan contract signed by suspended Gov. Carmencita Reyes and DBP on Oct. 20, 2015. Her post is reproduced here in full with English translations of some of the points she raised.

OCT 30, 2015- NI-RATIFY NG SP ANG 300M LOAN AGREEMENT

AKO PO AY BUMOTO NG "NO" SA DAHILANG TULAD NG SUMUSUNOD IN SUBSTANCE:

1.) Ang mahahalagang dokumentong nasa pictures ay requirements po na mai-submit, mapag-aralan at ma-aprubahan muna ng SP BAGO PIRMAHAN ANG KONTRATA at I-RATIFY (as per Ordinance No. 116). SUBALIT napirmahan po ang Kontrata noong Oct 20 na hindi sinumite ang mahahalagang dokumentong ito (kasama ang 10 Year Provincial Resource Mobilization Plan etc.) 
Ang mga documents na ito ay natanggap lamang ng SP NOONG MISMONG UMAGA NG BIYERNES DIN LAMANG. Ni hindi na nagawang ipa-xerox man lng para i-distribute sa mga bokal at basahin. APPROVED WITHOUT READING... Pero alam ko pong hindi ganito ang ini-expect ninyo sa amin when we make decisions... sapagkat gusto ninyo bumoboto kami based on INFORMED DECISION-MAKING.

"These documents shown in photo should have been submitted for study per Ordinance No. 116 BEFORE signing the contract and its RATIFICATION. Loan contract was signed on October 20 without these documents, that were only received by Sanggunian on October 30, 2015, same day set for ratification. These were not copied for distribution to the provincial board members, thus, "APPROVED WITHOUT READING" - Angeles
2.) HINDI PO AKO NAKUMBINSE na ang isang OSPITAL na nirereklamo sa kawalan ng maayos na ambulansya at mahalagang laboratory equipment (tulad ng "incubator" kaya maraming namamatay na premature babies), ay magagawang gumastos ng 15M PISO PARA LAMANG SA TIRAHAN NG I-ILANG MGA DOCTOR AT UUTANGIN PA. Para sa akin, NAPAKALUHO PO NITO. Maaring kailangan nga ang Doctors'Dormitory pero hindi 15M??? Hindi pa ba disente ang 3-5M na tirahan nila just in case? na di na kailangang utangin if ever? Ang LUHO na ito ay NAKAKAHIYA sa mga naghihirap na pasyente ng ospital... Height of INSENSITIVITY...

3.) Itinuloy pa rin ang 35M para sa E.Reyes Sports Complex na ang paliwanag sa amin dati ay hindi na itutuloy. PABAGO-BAGO/HINDI TAPAT na paliwanag na naka-apekto sa aming opisyal na disposition... THAT IS NOT TRANSPARENCY... Hindi manlang malinaw kung anong specific tech plan ng proj. dahil noong umaga din nga lng na yon sinumite sa SP ang dokumento na hindi man lng na-reproduced para sa ind'l board members. Naisip ko nga baka din makatulong sa tourism. 

Ang problema, ni WALA MAN LANG COMPREHENSIVE PROV'L TOURISM DEVELOPMENT PLAN ang probinsya. Ayaw lang nating maulit ang gaya ng pagpagawa ng SWIMMIING POOL NA GINASTUSAN NG around 20M pero ngayon, ayon sa isang bokal na nagpupunta doon ay PALAKA na lng ang nagsu-swimming. Sayang naman ang pera...
"A hospital without a good ambulance nor important laboratory equipment - like absence of an incubator that results in the death of premature babies, will now spend P13M for doctors' residence? A kind of luxury that is a shame to the suffering pstients of the hospital, the height of INSENSITIVITY"

4.) UNFAIR para sa maraming bgy na beneficiaries ng FMR na ini-apply sa DBP ang FMR nila gayong alam naman na significant portion ng proposed proj at approved fund ay hindi na gagamitin sa kanilang bgy dahil may pondo na pala (o ginagawa na) ng DPWH. Instead of REVISING the application on time while it is still being processed, itinuloy pa rin at ngayon, sinasabing ang sosobra daw ay ire-REALLIGN /ililipat na lamang sa ibang proj ngunit HINDI pa MASABI kung anong projects. So parang uutang ng sobra at saka na lang pag-usapan kung saan gagamitin ang sobra. Para sa akin, HINDI PO ITO TAMA ... KUNG UUTANG, NAIS KO PONG MALINAW SA AKIN KUNG SAAN GAGAMITIN ANG KABUOAN ng inuutang... That is ACCOUNTABILITY.

5) Bagama't as early as May, 2015, nag-proposed ako ng isang RESOLUTION TO PRIORITIZE THE IMPROVEMENT OF HOSPITAL & HEALTH SERVICES, WATER SYSTEM AND POWER SUPPLY IN THE PROVINCE IN THE LOAN BEING NEGOTIATED na alam naman ng kinauukulang sinuportahan naman ng Committee of the Whole, walang naging kahit anong initiative upang ito ay magawan ng technical study/plan para ma -consider sa submissions sa DBP at hindi isinumite sa SP ang mga pinangakong info/documents na gagamitin to revise the authority given to the governor. This is again NOT TRANSPARENCY..

"We do not want a repeat of spending P20-Million for a swimming pool that according to a colleague in the SP who goes there are being used by FROGS for swimming. What a waste of money..."

"UNFAIR to many barangay FMR beneficiaries that the proposed roads were included in the DBP proposal when it is known that a significant portion of the proposed project and approved fund will not be used for their barangays because as it turns out, funds are already available (or are already being implemented by DPWH;

"Instead of REVISING the application on time while it is still being processed, they went ahead and now they're saying the surplus funds would be REALLIGNED/DIVERTED to other projects but such projects COULD NOT BE IDENTIFIED;

"...THIS IS NOT RIGHT. IF WE BORROW, IT SHOULD BE CLEAR WHERE THE ENTIRE LOAN WOULD BE USED FOR. THAT IS ACCOUNTABILITY."
