Hindi pa nauulat sa sambayanan: Panibago na namang mga anomalya sa Kapitolyo ng Marinduque ayon sa COA Report 2014

Aba'y kadaming milyones nito!

Unang pito (7) sa napakaraming mga anomalya sa Kapitolyo ng Marinduque ang mga sumusunod ayon sa inilabas na Commission on Audit (COA) Annual Audit Report 2014. 

(Isusunod naman na postings ang marami pang kagulat-gulat na alingasngas na direktang mababasa naman ng mga gising na Marinduqueno sa official website ng COA dito.)

Sa halip na pakinggan ang COA, mas lalong dumami pa pala ang bilang ng mga iregularidad sa Kapitolyo nitong taong 2014, kung ihahambing sa COA Audit Report 2013. 




Ang unang pito sa listahan ng mga iregularidad sa pamamahala ng kapitolyo na ang mga detalye ay nakapaloob sa makapal na mga pahina ng nasabing Report ay ang mga sumusunod:

1. Ang year-end balances sa Property, Plant and Equipment (PPE) account sa mga libro at ang Report on the Physical Count of Property, Plant and Equipment (RPCPPE) ay kinakitaan ng pagkakaiba sa halagang P. 242,540,271.64 dahil sa kabiguan ng Provincial Accounting Office at Provincial General Services Office na pagkasunduin ang kanilang records, kaya't nangangahulugan na kaduda-duda ang balanse ng PPE account sa Balance Sheet na P. 325,921,032.74. 

(1. The year-end balances of the Property, Plant and Equipment (PPE) account in the books and the Report on the Physical Count of Property, Plant and Equipment (RPCPPE) showed a discrepancy of P 242,540,271.64 due to failure of the Provincial Accounting Office and Provincial General Services Office to reconcile their records, thus rendering the balance of PPE account of P 325,921,032.74 in the Balance Sheet doubtful.)

2. Accounts Payable na nagkakahalaga ng P 47,786,171.30 ay hindi dokumentado kaya't kaduda-duda rin ang pagiging balido nito at kung ito ay naganap. Bilang karagdagan, P 19,356,437.02 ng total Payables na nanatiling hindi pa nababayaran ayon sa libro, mula dalawa hanggang sampung taon o higit pa, ay hindi ibinalik sa unappropriated surplus.

(2. Accounts Payable amounting to P 47,786,171.30 were undocumented thus casting doubts to their validity and existence. Moreover, P 19,356,437.02 of the total Payables that have been outstanding in the books, ranging from two to ten years or more, were not reverted to the unappropriated surplus.)

3. Loans Receivables na nagkakahalaga ng P 3,701,931.39 ay nanatiling hindi kinolekta sa katapusan ng taon at nadagdagan pa nga ng P 533,209.35 o 21% kund ikukumpara sa nakaraang taon na ang balanse ay P. 3,068,722.04 dahil sa kaluwagan ng Provincial Treasurer na kolektahin ang amortization mula sa mga grantees at kakulangan sa pag-monitor ng report mula sa Provincial Agriculturist.

(3. Loans Receivables amounting to P 3,701,931.39 remain uncollected at the end of the year and even increased by P 633,209.35 or 21% when compared to last year's balance of P 3,068,722.04 due to laxity of the Provincial Treasurer to collect amortization from grantees and lack of the monitoring of report from the Provincial Agriculturist.)

4. Interest Receivables na nagkakahalaga ng P 73,140.80 ay nanatiling hindi kinolekta sa mahabang panahon dahil sa kakulangan ng pagsisikap ng Provincial Treasurer na kolektahin ang mga ito habang ang income sa interest mula sa mga utang na ipinagkaloob ay hindi kinilala, dahil sa kabiguan ng Provincial Accountant na maghanda ng mga schedule ng nasabi, kaya't nawalan ang PGM ng karagdagang income.

(4. Interest Receivables amounting to P 73,140.80 have remained uncollected for a long period of time due to the lack of effort of the Provincial Treasurer to collect the same while interest income from the loans granted were not recognized, due to the failure of the Provincial Accountant to prepare schedules of the same, thus depriving the PGM of additional income.)




5. Mga bayarin mula sa LGUs at NGOs na nagkakahalaga sa kabuuhan ng P 3,685,911.29 at P 170,000.00, ay nanatiling unliquidated dahil sa kawalan ng demand mula sa Provincial Accountant, kaya't nahihimok ang mga tumanggap nito na antalahin ang pagsasakatuparan ng mga proposed projects at inilalantad ang mga pondong naibigay sa panganib ng maling paggamit nito.

(5. Due from the LGUs and NGOs accounts totaling P 3,685,911.29 and P 170,000.00, respectively, remain unliquidated due to lack of demand from the Provincial Accountant, thereby encouraging recipient entities to delay the implementation of the proposed projects and exposing the funds granted to the risk of misuse.)

6. Pamimili ng droga at medisina na nagkakahalaga ng P 7,813,807.10 ay hindi suportado ng pagpapatunay mula sa mga requisitioning officers na ang nasabing pamimili ay naaayon at sumusunod sa Philippine National Drug Formulary (PNDF) Manual, Volume I.

(6. Purchases of drugs and medicines totaling P 7,813,807.10 were not supported with certification from the requisitioning officers that such purchases fall within and conform with the Philippine National Drug Formulary (PNDF) Manual, Volume I.)

7. Gasoline, Oil at Lubricants Inventory na nagkakahalaga ng P 3,955,404.51, na katumbas ng 16.88% ng kabuuhan ng inventory account ay hindi umiiral, kaya't apektado kung dapat paniwalaan o may katotohanan ang account balance na nakasaad sa financial statements.

(7. Gasoline, Oil and Lubricants Inventory totaling P 3,955,404.51, representing 16.88% of the total inventory account is non existing, thereby affecting the reliability and veracity of account balance presented in the financial statements.)
