Two years in a row: COA blasts Marinduque provincial officials; suspended governor in P300-M midnight loan today

Only last year, in connection with CY 2013, the Commission on Audit (COA) blasted provincial officials of Marinduque for not spending funds that would have created jobs and livelihood for Marinduque folk: 

COA has called on provincial officials of Marinduque to stop scrimping on their budget, saying that underspending is disadvantageous to their constituents.

COA aired this advice, noting that the provincial government left P105,933,256.93 of its development funds untouched although the money should have been allocated to finance various projects contained in the Annual Investment Plan.

In its 2013 annual audit report for the province, COA also scolded provincial officials for hesitating to collect over P19 million in unpaid real estate taxes from a mining firm that caused what is now viewed as the worst ecological disasters in the country’s history.

According to COA, this has resulted in the inability of Marinduque to implement “desirable socio-economic development and environmental management outcomes” that would have created jobs and livelihood for Marinduque folk.

“Implement immediately the programs and projects pertinent to the unutilized balance of P105,933,256.93 as embodied in the AIP,” COA auditors said.

The Marinduque provincial government reportedly committed malversation of public funds when it used disaster funds to buy 1,300 mobile phones for its health workers.This is among the findings of the Commission on Audit in its 2014 audit report on the province released on Monday, August 17.
“Verification of report on utilization of Disaster Risk Reduction and Management Fund (DRRMF) disclosed that Mitigation Fund was utilized for the purchase of cell phones totaling P909,675 for employees of the provincial health office and barangay health workers,” COA said in its report.

SUSPENDED GOVERNOR ENTERS INTO MIDNIGHT LOAN CONTRACT.

Ngayong umaga ay itinuloy ng suspendidong Gobernador ng Marinduque Carmencita Reyes ang paglagda kuno sa kontrata sa pagitan ng Provincial Govt of Marinduque at Development Bank of the Philippines (DBP).

Ito ay tungkol sa pangungutang ng Lalawigan ng halagang P300-M para daw sa farm-to-market roads.

Midnight loan dahil bukod pa sa suspendido na ang gobernador ay pinag-aaralan pa ang mga kinakailangang dokumento hanggang noong nakaraang Biyernes lamang. Ito ay makaraang patulugin ang tungkol sa bagay na ito ng higit sa isang taon.

Taliwas sa mga aprubadong resolusyon ang mga nagaganap, subalit kapag kulay na ng salapi ang dinidikdik sa isipan ng mga ilang decision-makers ay nanginginig pa sa pagpirma ang mga ito ng mga ano mang dokumento ng pikit-mata kung kailangan.

Nagaganap ang lahat ng ito sa ngayong natitirang mga buwan bago mag-eleksyon. Nauna na ang mga political meetings ng LP kasama ang mga barangay kapitanes na ang loan at ipamamahagi kuno na mga projects sa kanila ang pinag-usapan.

Sa likod ng suspension ng Sandiganbayan ang 'prudence' at 'being above-board' sa mga transaction ay tila wala sa dictionary ng mga kinauukulan kasama na ang pang-gobyernong bangko.

Ang kaso ng mga anumalya sa kapitolyo ng Marinduque na iniulat ng COA for 2013 at 2014, ang mga kaso on graft at technical malversation, ang timing ng paglalagda sa isang kontratang nangangailangan pa ng maraming rekisitos bago pirmahan ay balewala sa kanila.

Kakuntsaba kaya ang mga nasa mas mataas pang panunungkulan kaya BULAG sa mga pangyayaring ito? O MAY MGA PARAAN PA TAYO para TUWIRIN ANG BALUKTOT?

Kailan magkakaroon ng KALIWANAGAN ang PUSO KUNG WALANG KIKILOS? AT KAILAN PA?

ATTACHMENT: SUSPENSION ORDER "Promulgated Oct. 8, 2015" with DILG given 10 days to implement.

TANONG: Pinapatupad ba ng DILG ang Order that involves the central office, regional office and provincial office in that order? O isisigaw na naman na "political decision" ito kaya wala kayong pakialam ?!

Sandiganbayan Suspension Order was promulgated October 8, 2015 on People of the Philippines vs. Carmencita O. Reyes et al.



With copy furnished the DILG the Secretary was given 10 days to implement the Order.
