Pagpapalaganap ng gawain ng mga diyablo at mangkukulam basta parating ang Undas

Pansinin mo kung ano ang inapalaganap kapag Halloween. Tingin sa paligid - di maitatanggi na ito ay pagpapalaganap sa kamatayan, mga diyablo, mga mangkukulam at tahasang pangagaya sa hitsura at masasamang gawain ng mga alagad ng dilim. (1 Thess. 5:22).

Saan baga galing ang Halloween na yaan? Ay di hukayin natin ang mala-impiyernong puntod ng Halloween para palabasin ang "kasunduan sa kamatayan at impiyerno" tungkol dito.
Nagsimula ang Halloween 2,000 taon na pala ang nakaraan ng simulan ito ng mga Celts at ang kanilang mga paganong kaparian na tinaguriang Druids. Ang mga Druids ayon sa kasaysayan ang kinikila sa buong mundong hari ng occult. Ang Pangkukulam, Satanismo, paganismo at halos lahat na may kinalaman sa occult ay nangangailangan noon ng kautusan mula sa Druids. Itong mga popular na ngayon na jack-o-lantern, trick-or-treat, costumes, hanggang sa mga laro, mga ala-multo, demons, goblins at witches, halloween parties - ay utang na loob ng Halloween sa mga Druids.
Ang petsa pa lamang kung kailan ito dapat maganap ay nagmula sa Druids, kasama na ang mga ritwal at seremonya ng Halloween.
Dalawa ang selebrasyon ng mga Druids - Beltane at Samhain. Ang Beltane ay ginaganap sa May 1 bilang paggunita sa simula ng summer. Ang Samhain ay tuwing November 1 naman bilang kamatayan ng summer. Samhain (pronounced SAH-win), ang pinakamahalaga para sa kanila dahil ito ay tungkol sa kamatayan at impiyerno. Dito ginaganap ang mga kahindik-hindik na human sacrifices. Ito ang orihinal na Halloween.

Ayon sa paniniwala ng Druids, dito nahahawi ang mystic veil na naghihiwalay sa mga patay at sa mga buhay. Paniniwala na itong mga nanaog sa mundo na mga kaluluwa (tanda mo pa yung kanta?), ay naghahanap ng mga katawang lupa na malilipatan. Kayat ang mga nasisindak na mga Celts ay magbabalatkayo bilang mga demons, evil spirits, o multo, sa paniniwalang makukumbinsi nila ang mga nanaog na mga evil spirit na sila ay mismo ring mga evil spirits, kaya't hindi sila gagambalain.
Ano pa man ang maganap, tuloy pa rin ang gawain ng mga Druids sa pagsasagawa ng mga human sacrifices, kasama na ang pagpaslang sa mga bata, at karumaldumal na mga ritwal para sa Samhain. Ginagawa ito bilang pasasalamat kay Baal, ang 'false god' na tukoy sa Bibliya. (Rogers, Nicholas. Halloween: From Pagan Ritual to Party Night, p. 17). Hanggang ngayon, pero kailangan mo ng sariling pananaliksik para makumbinsi ka.


Ang mga unang panganak (first-born babies), ay sinasakripisyo. (National Geographic. May 1977, pp. 625-626). Iniinom nila ang dugo ng mga biktima at kinakain ang kanilang karne.
Para sa mga Druid ay kagalang-galang na gawain ang kainin ang katawan ng kanilang mga ama at makipagtalik sa kanilang mga ina at kapatid na babae at iba pang babae. (Strabo, Geography)
Ipinagdiriwang din ng mga Druids ang pista ng Beltane ('mga apoy ni Bel'). Si Bel ang siya ring tinatawag na Baal, 80 beses binabanggit sa King James version ng Bibliya. Kasumpa-sumpa para sa Panginoon ang Baal worship dahil ito ay pagsamba sa isang 'false god'. Ang Baal ay isang pangalan ng demonyo.
Sa kasalukuyang panahon ay talamak na sa America ang pagsamba kay Baal at maraming simbahan at templo (sa London at New York), na ang ipinatayo para sa kanya.

Nang dumami ang mga Catholic missionaries sa Britania at Ireland na pakay ang pag-convert ng masa sa Katolisismo, ang kautusan na galing kay Pope Gregory noong 601 A.D. ay gawing ritwal ng mga Katoliko ang dating mga ritwal ng mga Druids bilang pang-akit.
Kayat binago ang karumaldumal na Druid ritwal ng Samhain at ginawang pista ng All Saints' Day, araw ng selebrasyon at pagdarasal bigla para raw sa mga patay na "Santo" at "Kaluluwa".
Malayo ba na makiuso rin ang mga Katolikong Pinoy sa pagsamba kay Baal na uso na sa mga bansang kinokopya natin ang moralidad at anuman ang kanilang mga pinapauso? Gaya-gaya ay.

Dapat bang patuloy na kunin ang Amerikanong lawfirm na "Diamond McCarthy" at si "Skipp Scott" para isampa ang kaso sa Canada gayong ito ay hindi naman makakapag-practice doonat magha-hire din lamang sila ng isa pang Canadian lawfirm (Na BABAYARAN PA SA PAMAMAGITAN NG UUTANGING PERA NG PROBINSYA SA ISANG FUNDER) gayong maraming Canadian law firms naman ang nagnanais na direktang hawakan ang kaso on 'CONTINGENCY BASIS' (Meaning babayaran lang sila ng fee nila kapag nanalo o may nakuhang recovery ang Probinsya), at hindi na kailangang dumaan pa sa mga AMerikanong lawfirm na NAPAKALAKI NG KUKUNING SHARE sa maaaring masisingil ng probinsya (Re: Marcopper/PDI/Barrick) ?
II. TAMA BANG BUMOTO ANG ISANG BOKAL NA PIRMAHAN ANG MGA KONTRATA NA:
1. Inaamin nilang hindi kumpleto (incomplete), sapagkat wala ang mahahalagang bahagi (Annexes/Attchment), LALO NA ANG BUDGET NA MULTI-MILLION DOLLARS ANG HALAGA.
2.  Inaamin nilang hindi pa nila lubos na nauunawaan at napapag-aralan sapagkat kailangan pa din nila ng independent legal at technical guidance at tulong mula sa ibat-ibang sektor at tanggapan (DENR etc), na tutulong upang maayos itong mapag-aralan at tingnan sa kabuoan kung ano ang best available options para sa Lalawigan.

Ito po ang realities and facts na inamin ng halos lahat ng bokal kasama na ang Bise Gobernador sa En Banc Hearing na dinaluhan namin kasama ang ating Obispo, Bishop Junie Maralit at mga representatives mula sa NGO at multi-stakeholders kasama na ang ilang opisyal/representatives mula sa apektadong bayan noong UMAGA NG MARTES, October 25,2016.

Sa mga ibang Bokal naman (na dati ko ring nakasama at napalapit na rin sa akin), na bumoto na magbigay na ng authority sa Gobernador na mag-engage at pirmahan na ang kontrata sa kabila ng inaaming kakulangan ng sapat na pag-aaral at kumpletong mga dokumento, sigurado po akong hindi ito ang napag-aralan nila sa Training on Local Legislation kelan lamang s UP-NCPAG na Alma Mater ko din.

Alam kong nahihirapan din sila sa political situation at dynamics pero maikli lang ang buhay natin... Magawa sana nila ang tama para kahit wala na sa pwesto sila, sila pa rin ay maging payapa... May katapusan ang lahat... at masarap mabuhay ng MALAYA.
Kuha habang nakaupo si Vice-Governor Jun Bacorro, nakatayo sina Bokal Allan Nepomuceno na "minungkahi at pinilit pa ring subukan" na bigyan ang governor ng authority na pumirma sa kontratang ni hindi nila napag-aralan, nauunawaan at kulang-kulang sa mga mahahalagang bahagi; nasa kanan naman si Bokal Tet Caballes na nag-abstain.

Sa usapin ngayon ng Marcopper, makikita ang tapat na lingkod bayan

BOAC, Marinduque – Ang ibinoto mo bang bokal ay tapat sa taumbayan o tapat lamang sa partidong kanyang kinabibilangan?
Maiinit ang usapin ngayon sa paglilipat ng kaso ng Marcopper sa bansang Canada at kung sino ang law firm na siyang hahawak dito. Matatandaan na noong Hulyo 2014 ay naglabas ng *labintatlong (13) pahinang ‘ruling’ ang United State high court na sumasang-ayon sa naunang desisyon ng Nevada district court na hindi ang Estados Unidos ang nararapat na hudikatura para maglitis ng isinampang kaso ng Marinduque laban sa Placer Dome, Inc. – Barrick Gold. Ang nararapat na korte ay sa Pilipinas, kung saan nangyari ang kalunus-lunos na trahedya na tinaguring ‘worst environmental disaster in Philippine mining history’ o di kaya ay sa Canada, kung saan ito ang bansa na nakasasakop sa Placer Dome, Inc. – Barrick Gold.
Sa paglilipat ng kaso mula Amerika patungong Canada, maraming usapin ang kailangang ikonsidera.
Malaki ang papel na ginagampanan ng sangguniaang panlalawigan na pinamumunuan ng bise-gobernador na siyang tumatayong presiding officer at mga bokal na siyang kumakatawan sa mga mamamayan at ‘deciding body’ ng lalawigan.
Nitong umaga ng Martes, Oktubre 25 ay nagkaroon ng En Banc Committee Hearing ang sangguniang panlalawigan ng Marinduque. Naimbitahan dito ang iba’t ibang organisasyon upang magbahagi ng kanilang mga posisyon hinggil sa kasalukuyang usapin ng Marcopper. Ilan sa mga nagbigay ng pahayag ay ang obispo ng lalawigan na si Bishop Marcelino Maralit, Jr., at ang chairperson ng Marinduque Council for Environmental Concerns (MACEC) – Mining & Environment Committee na si Adeline Angeles. Masaya, payapa, at panatag na nagsiuwian ang mga dumalo sa En Banc Committee Hearing.
Subalit noong hapon ng araw ding iyon ay nagsagawa ng ‘special session’ ang sangguniang panlalawigan upang talakayin ang kahilingan ni Gov. Carmencita Reyes na bigyan siya ng authority upang pirmahan ang mga kontrata na direktang nag-aatas sa Diamond McCarthy LLP (DM) na siyang maging ‘global lead counsel’ ng lalawigan, gayundin ang Canadian law firm na Lax O’Sullivan Lisus Gottieb (LOLG) bilang ‘local counsel’ naman at ang Parabellum Capital LLC na isang Canadian financing company na siyang magpapautang sa lalawigan upang may pondo itong magamit sa litigation processing at services – ang utang na ito ay kailangang bayaran manalo o matalo man ang Marinduque sa kaso.
Ang pagbibigay ng otoridad ng mga miyembro ng sangguniang panlalawigan sa gobernadora ay pwedeng maging madali o mahirap na desisyon depende sa paninindigan, interes at partidong pinapanigan ng isang board member.

At nagkaroon nga ng eleksyon ng hapong iyon.
Ang mga pumayag na bigyan ng authority ang gobernadora ay sina bokal Juan Fernandez, Jr., Allan Nepumoceno, Mark Anthony Seño at Harold Red.
Ang mga hindi pumabor sa kahilingan ng gobernador ay sina Bokal Amelia Aguirre, Gilbert Daquioag, Primo Pamintuan, John Pelaez at Reynaldo Salvacion.
Samantala nag-abstain naman si bokal Theresa Caballes.
Samakatuwid, 5 ang No, 4 ang Yes at 1 ang Abstain. Salamat po Panginoon, hindi nagwagi ang may masamang hangarin sa puntong iyon.
Maraming salamat sa limang bokal na mas inuuna ang kapakanan ng lalawigang kanilang pinaglilingkuran.
Maraming salamat sa limang bokal na pinapahalagahan ang pagtitiwala sa kanila ng taumbayan.
Maraming salamat sa limang bokal na hindi tumitingin sa kulay ng pulitika na kanilang kinabibilangan.
Maraming salamat sa limang bokal na hindi natatakot na ipaglaban ang katotohanan.
Ika ngani ng chairperson ng Macec Provincial Executive Council na si Fr. Arvin Anthony Madla sa kanyang post sa Facebook “Maraming salamat sa limang bokal, sa inyong magiting na paninindigan na maging tunay na boses ng ating mga kababayang Marinduqueno na maisulong ang kaso ayon sa mas paborableng kasunduan at pagdedesisyong tunay na napaglimian at hindi base sa dikta lamang ng kung sinuman".
Mahigpit nating tinututulan ang pagbibigay ng authority sa gobernadora na manghimasok sa kasunduan sapagkat ang hangad natin ay magkaroon ng patas at sapat na hustisya ang lalawigang malaon ng nililinlang.
Ayon mismo kay Bishop Marcelino Maralit, Jr., “Clearly, the immediate signing of said proposal agreement, if ever it becomes your choice, without the necessary changes in favor of the province would be very disadvantageous to the province.”
Kaya naman, para sa limang bokal, nawa ay hindi magbago ang inyong posisyon na huwag bigyan ng otoridad ang hirap nang makatayong nanay ng lalawigan.
Dalangin namin na madagdagan pa ang inyong bilang.

‘Marinduque must be represented by Canadian lawyers in mining lawsuits’

The Sangguniang Panlalawigan of Marinduque has rejected the move of Gov. Carmencita O. Reyes to re-engage the services of an American law firm to represent the province in its case set to be filed in Canada against two mining firms.

Instead, the majority members of the Sanggunian, together with the members of the Marinduque Council for Environmental Concerns (MaCEC), proposed the hiring of Canadian lawyers to represent the province, a move supported by Marinduque Rep. Lord Allan Q. Velasco.

Marinduque is filing a case against Placer Dome, Inc. and Barrick Gold Corporation for the alleged environmental damage caused to the province by the operation of Marcopper Mining Corporation, particularly in the towns of Boac and Mogpog.

In 2005, the province of Marinduque filed a case in Nevada, United States, against Placer Dome and Barrick Gold in connection with the damage caused to the province by the operation of Marcopper Mining.

But the Nevada Supreme Court dismissed the case and ruled that the proper venue is either Canada or the Philippines.

Marcopper Mining was partly owned by Placer Dome.

In 2006, Barrick Gold, the largest gold mining firm in the world, acquired the majority shares of Placer Dome. Both mining firms are based in Canada.

Records show that in 1996, Marcopper Mining was involved in what was described as the largest mining disasters in the Philippines when the drainage tunnel of large pit fractured and discharged toxic mine waste into the river.

Residents of several villages were evacuated and agricultural crops were destroyed and farm animals died.

In a letter to Vice Gov. Romulo Bacorro Jr. as head of the Sangguniang Panlalawign, Governor Reyes requested authority to renew the province’s contract with the American law firm Diamond McCarthy for legal services in its case to be filed in Canada.

Sa gitna ng mga misteryo at namumuong unos sa usapin pa lamang ng pagsampa ng kaso ng Marinduque sa Canada laban sa Placer Dome-Barrick Gold, umaasa pa rin at nananalangin ang Obispo ng Boac, bilang tagapagtaguyod ng 87% ng mga Katoliko sa Marinduque, na kumapit ang mga kinauukulan sa lahat ng tama at mabuti, 'all that is right and good'.

"And may the Holy Spirit strengthen and protect you from all that is evil and from that which could truly harm you!", bigkas pa ng Bishop.

Pagbantaan baga naman ng Amerikanong abogadong ang responsibilidad dapat ay protektahan ang interes ng sambayanang Marinduqueno na anya ay Lalawigan ng Marinduque ang idedemanda nila kapag hindi sila ang hahawak sa kaso sa Canada!

Sa en Banc Committee Hearing na ginanap noong October 25 sa Sangguniang Panlalawigan na kung saan inimbitahan ng SP ang Obispo, tinalakay nito ang ilang dokumentong ibinahagi sa kanya tulad, among others, ng:

- Dati pang pirmadong kontrata noong 2005 sa pagitan ng Governor at ni Walter J. Scott at ang 'revision' na ginawa rito noong 2007 Confidential Memorandum. Ang dokumentong ito ay nanatiling lihim sa mga Marinduqueno hanggang sa kasalukuyan. Ano ang laman ng misteryosong dokumentong ito? Basahin pa.

(Samakatuwid, 2007 pa lamang ay dapat tumigil na siya sa pag-asta na siya ang outside legal counsel ng Marinduque at hindi pinaniwala ang mga Marinduqueno tungkol sa bagay na taliwas sa katotohanan. Magagawa kaya ito kung walang pakikipagsabwatan ang may alam ng lihim na ito sa PGM at DM?)

- Bagong pinanukalang kontrata mula sa US legal firm, Diamond McCarthy (DM), para sa Pamahalaang Lalawigan na may titulong Restated and Amended Special Outside Appointment and Engagement (RASOAE).

- Mga Municipal Resolutions mula sa dalawang higit na naapektuhang mga bayan, Boac at Mogpog hinggil sa usapin sa DM LLP.

- Minutes at pinagsamang kinatatayuan sa huling Round Table Discussion/Environmental Forum noong Sept. 8, 2016 na dinaluhan ng ilang mga bokal.

- Kopya ng Texas Ethics Law on the matter of Discharge/Termination of Representation.

Bakit sa halip na igalang ay pagbabantaan pa ang Lalawigan na may karapatan namang i-terminate ang kontrata with or without cause?

Personal na inilahad ng Obispo na unwarranted and unethical na pagbantaan ng isang abogado ang Lalawigan na idedemanda raw niya ito sakaling wakasan ang dating kontrata. Ipinaliwanag na KARAPATAN ng abogado at ng client na i-terminate/discharge ang kontrata. Sa dating 2005 kontrata man o sa bagong panukalang kontrata man, ay nakasaad aniya ang karapatang ito ng pag-terminate, with or without cause.

Sa naging panawagan naman na isinagawa sa Multi-Sectoral Forum ay maliwanag na nakasaad ang ganitong pagkumpirma ng isang Bokal sa pagbabanta ng abogado. Hindi naman natinag ang mga pinagsabihan:


As reaction to the sharing of BM Nepomuceno that they were informed that if the Province will get another lawyer (if not DM/Scott), it may be sued even if they do not have the authority to practice in Canada,  many participants particularly the SB officials from Mogpog manifested their disgust and reiterated their past frustrations on DM specially Atty. Scott’s behavior on many occasions that threatened its clients, and offended the Marinduque community including its elected leaders, and in ways that as if he was lawyering for Barrick and not for the PGM/province.  
The participants voted favorably to recommend the termination of Diamond McCarthy/Atty. Walter “Skipp” Scott’s service related to the case without prejudice to their/his being fairly compensated for past services through proper process. (Note: Not even one from participants’ present manifested support to continue their service).

$12-M initial allotment ng Funder sa DM

Sa usapin naman ng Third Party Litigation Funding ayon sa Obispo ay higit na marami ang katanungan sa kadahilanang wala namang kopya ng kontrata na dapat maunawaan ng mga kinauukulan.

Ibinahagi naman ng Bokal Allan Nepomuceno sa Multi-Stakeholders Forum ayon sa official report nito ang impormasyon na ang magiging initial allotment ng Parabellum bilang Funder ay $12-M para sa 3 taon ng paglilitis.

Napakaraming section sa bagong inilalatag na kontrata na kwestyonable, tama lamang na dapat pagdudahan ang talagang pakay nito. Pinansin ng Obispo ang paglagay muli sa pangalan ni Walter J. Scott sa kontrata, pangalan ng isang taong marami na aniya ang mga naging duda, at kung kaninong ang tiwala ay naging mababa, ay nananatiling bahagi pa rin ng kontrata. 

Samantalang sa revision na isinagawa sa 2005 pirmadong kontrata (March 20, 2007 revision - Confidential Memorandum), ang pangalan niya at napalitan na ng pangalan ng mismong legal firm, Diaamond McCarthy. Ano na naman, anang Obispo, ang ibig sabihin ng ganito?

Magkano baga talaga ang palagay?

Mas masalimuot ang mga naging katanungan sa usapin nang kung magkano talaga ang mapupunta sa Lalawigan, sapagkat ang sinasabing 50% ng Net-Litigation Proceeds na makukuha ng Lalawigan ay matapos pa lamang mabayaran na ang lahat ng dapat bayaran, at kinakitaanan na kaagad ito ng maraming butas. Ito marahil ang binabanggit ng isang nakabasa ng kontrata na "it is really worse than the 2005 contract".

Nagtanong din ang Obispo kung nabasa man lamang baga ng mga kinauukulaan ang ibat-ibang Municipal Resolutions at Civil Society Group statements hinggil sa kanilang paniniwala at posisyon sa representasyon ng nasabing US law firm.

Maliwanag, anang Obispo, na ang agarang pagpipirma sa nasabing panukalang kontrata, sakaling ito ang inyong piliin, na salat sa kinakailangang mga pagbabago na pabor sa Lalawigan, ay magiging napakalaking kasahulan/pangdedehado sa Lalawigan. 

('Clearly, the immediate signing of said proposal agreement, if ever it becomes your choice, without the necessary changes in favor of the Province would be VERY DISADVANTAGEOUS to the Province'). 

So, ano pa po ang mga usapin tungkol dito na pilit diumanong nililihim na dapat ibahagi sa taumbayan dahil buhay at pamumuhay nila ang nakasalalay dito? (Itutuloy)

Pero pagdating ng hapon ay naiba ang hihip ng hangin.

Base sa impormasyon, maayos na isinumite at pinag-usapan naman sa miting ang magkakahiwalay na position papers ng MACEC, ng SB Mogpog at SB Boac, ng Multi Stakeholders' Unities at ng Obispo sa Sangguniang Panlalawigan at sa Tanggapan ng Gobernador. Mahalaga at makabuluhan ang mga diskusyon. Ang mga diskusyong ito ay mga ilang buwan na ring tinalakay sa bulwagan ng SP mismo, gayundin sa iba pang lugar tulad ng ginanap na round-table discussion na kinabilangan ng multi-stakeholders kasama ang ilang bokal.

Napag-alaman pa rin sa nasabing hearing, ginanap noong Martes (Oct. 25), na halos lahat ng mga bokal pala ay maraming katanungan, agam-agam at tahasang pagdududa dahil hanggang sa kasalukuyan ay hindi pa rin kompleto ang isinumiteng mga proposed contracts. Sa binalangkas na bagong kontrata ng Diamond McCarthy (DM) ay wala diumano ang mga mahahalagang attachments lalo na ang detalye sa usapin ng pananalapi, budget. 

Kailangan pa rin ng panahon para pag-usapan ang proposed contract mula sa TJL (Canadian law firm), tulad ng napagkasunduan sa mga nakaraang miting. Matatandaang opisyal na inimbitahan ng Lalawigan ang huling nabanggit na TJL Canadian law firm sa Marinduque noong nakaraang January 2016 para mapag-usapan ang mga bagay tungkol sa kaso.

Subalit pagdating ng hapon noong Martes ay kagulat-gulat na nagsagawa pa rin ng isang Special Session sa kahilingan ng Gobernador na bigyan siya ng authority para pirmahan ang mga kontrata na direktang nag-aatas (engage) sa DM bilang 'global lead counsel', ang Canadian law firm LOLG bilang local counsel, at ang Parabellum na isang third party financier na magpapautang ng pondo sa lalawigan na kailangan namang bayaran - manalo o matalo sa kaso diumano.

Dahil taliwas ang hinihiling ng Gobernador sa lahat ng napag-usapan sa En Banc Hearing noong umaga, hindi inaprubahan ng mayorya sa Sanggunian ang kanyang kahilingan sa botong 5-4-1. (Lima ang 'no', apat ang 'yes' at isa ang nag-abstain').




Taliwas din ang kahilingang ito sa naging resulta ng Round-Table Discussion sa Multi-Sectoral Forum on the Environment noong nakaraang buwan at sa naging official position ng MACEC at ng iba pang kinauukulan na:
- Matinding pagtutol sa patuloy na pag-aatas sa DM at kay Walter Scott sa kasong isasampa sa Canada.
- Pagtutol na bigyan ng awtoridad ang Gobernador Carmencita O. Reyes na makipagkontratang muli sa DM, pagtutol sa funding agreement sa Parabellum Capital LLC, at pagtutol sa retaining agreement sa pagitan ng DM at LOLG (a Canadian law firm).
- Paghikayat sa Provincial Government na wakasan na ang dating kontrata sa DM/Walter Scott, at direktang makipagkontrata sa Canadian firms/lawyers para ipagtanggol ang kaso.
- Panawagan sa Provincial Government na pahalagahan ang commitment nito na buksan ang pormal na pag-anyaya sa iba pang interesadong Canadian firms at i-convene ang Multi-Stakeholders Council and Technical Working Group para sa bagay na ito.

Sa official position paper ng MACEC ay binigyang diin na:

May sapat sa dahilan para wakasan (terminate for cause), ang kontrata sa DM/Scott dahil wala na itong kapabilidad para magampanan ang kanilang mga obligasyon sa ilalim ng existing contract na 'purely based on contingent arrangement' dahil:
a). they cannot practice in Canada; b) they cannot hire local lawyer on contingency basis and that PGM still needs to engage a Funder to also pay their partner Canadian lawyers on an Hourly Basis; c) The PGM must also look into the many past actions and conduct of DM lawyers specially Atty. Walter Scott which many considered unethical. These resulted to obvious lack of trust and confidence by various stakeholders to DM/Scott as publicly and formally manifested by different local government officials (LGUs), and official representatives of civil society organizations (CSOs) who participated in different consultations related to the case and as reflected in various resolutions submitted to the PGM/SP by the different stakeholders.

Sinabi rin ng MACEC sa kanilang position paper na isinumite sa SP at Gobernador ang ganito: 
How can we further trust legal counsels who does not believe that the case is winnable in Canada and who at the time of the $20M Settlement Discussion publicly announced in official meetings including Multi-Stakeholders Consultations that such is the best deal that the Province can get. Atty. Scott in particular even claimed that filing the case in Canada may just reduce the recovery to nothing with words short of saying that it is almost certain that the case will lose and that the Province may even pay Barrick Gold citing his reasons. So, Contract with DM/Scott must be terminated.

Spikers’ Turf Season 2 Best Opposite Spiker Jhayr Labrador is happily counting his blessings. 
Among other things, his professional (he now carries the rank of Airman 2nd Class) and sporting careers are going great guns; he has found his soulmate and partner; and by March next year or thereabouts he expects to become a brand-new dad.   
Already, the gift of impending fatherhood, says the youngest of five children from Boac, Marinduque, has changed his outlook in life.
“Mas serious ako ngayon sa buhay. Ngayon pa lang mas naiisip ko lalo ang kinabukasan, ang mga dapat kong gawin para sa aking magiging anak,” he said.  
A certified homebody at 25, Labrador all the more doesn’t want to leave home when he returns from duty or a game, according to his partner, restaurateur Luchie Lozano.
“Lab doesn’t want us to get out of the house anymore so I can get enough rest for the sake of our baby,” she said. “He’s already talking to our child this early; he’s even asking me not to watch his game anymore.”
Not watching the love of her life trade powerful spikes or rise in the air to make one killer block after another on the court is hard to do for this petite beautiful woman from Angeles City, Pampanga. Since the inaugural staging last year of Spikers’ Turf by Sports Vision in cooperation with official outfitter Accel and official ball Mikasa, Ms. Lozano  is the unofficial cheerleader of the bunch of bubbly women who support their men, the Jet Spikers, wherever and whenever they play. Coach Rhovyl Verayo may not appear in one of the games for some reason or other, but not these women.    
Also, she’s the unofficial team manager of Air Force, with apology to the official one, Col. Ferdinand Cartojano.    
After playing for Marinduque High School, Labrador left for Manila to try out for a spot on the team of Far Eastern University and passed with flying colors. He graduated from the UAAP with one team championship under his belt and from FEU with a degree in Sports Recreation Management. He immediately enlisted with Philippine Air Force so he could help out the family he left behind in Marinduque, which his father was then single-handedly supporting on his income alone as a municipal employee. 
With his partner’s blessing he continues to send money regularly to Boac. The six-foot-two Labrador is a versatile player who can switch seamlessly to different positions, from open to utility spiker to middle attacker, and will be just as powerfully effective. He’s also a solid blocker, one that the opposing spikers are extra wary of.      
Looking ahead, he wants his future child or children to also experience the joy – and other benefits -- sports has brought into his life.
“My children will get my full support in whatever sport they want to excel in, but I will be gladder if one of them will shine in volleyball.”

Natuklasan ng mga siyentipiko na may mga "gravity waves, mesovortices and lightning streaks" sa loob ng mata ng super typhoon Haima/PH Lawin. 

Ito ay naaayon sa datos na inilabas ng satellite-based Visible Infrared Imaging Tadiometer Suite (VIIRS), sensors ng The University of Wisconsin-Madison's Cooperative Institute for Meteorological Satellite Studies (UW-Madison CISS). @UWCIMSS.


Ang mga tropical cyclones ay lumilikha ng atmospheric gravity waves na nabubuo kapag itinulak sa pamamagitan ng buoyancy ang hangin paitaas at nahihila naman paibaba ng gravity.

Ang mga eyewall mesovortices naman ay mga rotational features ng mga malalakas na tropical cyclones.

Super typhoon Lawin: "Delubyo, hindi nalalayo sa Yolanda" - PAGASA

Metro Manila (CNN Philippines) — Super Typhoon Lawin (international name: Haima) could have the same devastating impact as Typhoon Yolanda, state weather bureau PAGASA forecaster Aldczar Aurelio warned on Wednesday.

In its 5 p.m. update on Wednesday, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said the center of the typhoon was located 275 kilometers east southeast of Tuguegarao City, Cagayan as of 4 p.m. It continues to threaten the Cagayan-Isabela area.

Lawin intensified into a super typhoon on Wednesday afternoon. Super typhoons have maximum wind speed exceeding 220 kph. PAGASA said Lawin is packing maximum sustained winds of 225 kph near the center, and its gustiness is at 315 kph.

It warned that rainfall amount will be moderate to heavy within the 800 km diameter of the super typhoon.

Lawin is expected to make landfall in the Cagayan-Isabela area either 11 p.m. Wednesday or 2 a.m. Thursday. After it makes landfall, Lawin is expected to cross Apayao and Ilocos Norte.

It is forecast to move west northwest at 25 kph.

Signal No. 5 has been raised over:

Cagayan
Isabela
Kalinga
Apayao

Super Typhoon Haima (Lawin) Reaches Category 5 Strength; Targets Northern Philippines

Super Typhoon Haima has rapidly intensified to Category 5 strength, and will be the second typhoon in four days to hammer the northern Philippines Wednesday, before turning toward southeast China late this week.


Haima was centered about 345 miles east-northeast of the Philippine capital, Manila, as of midday Wednesday, local time.


Infrared satellite imagery shows a classic, intense, west Pacific super typhoon with a large eye and an intense ring of convection surrounding it. The Japanese Meteorological Agency estimated Haima's central pressure had dipped to 900 millibars, and a satellite estimate from the University of Wisconsin estimated a pressure of 910 millibars Tuesday evening, U.S. time.




The highest cloud tops, corresponding to the most vigorous convection, are shown in the dark red and purple colors.


Maximum sustained winds in Haima increased from 85 mph late Sunday morning to 160 mph by Tuesday morning (U.S. time), which means the typhoon has undergone rapid intensification. Rapid intensification is when maximum sustained winds increase by at least 30 knots (about 35 mph) in 24 hours or less.


The outflow of winds aloft exhausting the top of Haima, low wind shear and warm, deep ocean water set the stage for Haima's rapid intensification. 




Steered by high pressure aloft to its north, Haima will make landfall in northern Luzon, Philippines, overnight Wednesday night, local time (the Philippines are 12 hours ahead of U.S. EDT) as a strong, dangerous typhoon.


The area in red indicates the potential path of the center of the tropical cyclone. Impacts such as outer bands of heavy rain and high surf may extend some distance beyond the cone.


Haima, known as "Lawin" in the Philippines, will likely make landfall farther north along the northeast Luzon coast than Sarika/Karen did.


Along with the dangers of storm surge flooding and damaging winds, rainfall flooding and landslides would also be major threats in Luzon, given saturated ground from Sarika/Karen, and the considerable mountainous terrain of northern Luzon. More than a foot of rain is likely to fall over northern portions of Luzon as Haima moves through.

The U.S. weather agency expects Lawin to continue gaining more strength before making landfall over northern Philippines.

Typhoon “Lawin” (international name “Haima”) has picked up more strength as it neared Northern Luzon on Wednesday morning.
Signal No. 3 was raised over Cagayan, Isabela, Kalinga, Apayao, Ifugao and Mt. Province.
Calayan Group of Islands, northern Aurora, Quirino, Nueva Vizcaya, Benguet, La Union, Ilocos Sur, Ilocos Norte, Abra were placed under Signal No. 2.
Signal No. 1 was raised over Batanes Group of Islands, Tarlac, Pangasinan, Nueva Ecija, rest of Aurora, Zambales, Pampanga, Bulacan, Bataan, northern Quezon including Polillo Islands, Rizal, Laguna, Camarines Norte, Camarines Sur, Catanduanes and Metro Manila.
Lawin packed maximum sustained winds of 210 kilometers per hour (kph) near the center and gusts of up to 260 kph, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said in its 8 a.m. bulletin.

Typhoon HAIMA/PH LAWIN may be another YOLANDA! Brace yourself

The Philippines is set to be hit by a giant Typhoon / Cyclone named HAIMA in a few days time.The storm is set to grow into a category 4-5 event and make landfall on the North part of the Philippines, just like Typhoon Haiyan / Yolanda in 2013.

I hardly noticed the passing of Typhoon KAREN in Metro Manila but was intrigued learning from PAGASA yesterday that another tropical cyclone is brewing somewhere in the Pacific near Guam.

This new tropical cyclone is expected to enter the Philippine Area of Responsibility (PAR) by Monday (today) and will be named “LAWIN”. PAGASA's latest advisory as follows:

FOR: TYPHOON {HAIMA} (1622)
ISSUED AT: 11:00 AM TODAY, 17 OCTOBER 2016

Typhoon {HAIMA} AT 10:00 AM
Location: 1,265 KM east of Visayas (12.9°N, 136.3°E) 
Maximum Sustained Winds: UP TO 150 KPH
Gustiness: UP TO 185 KPH
Central Pressure: 963 HPA
Movement: West Northwest @ 22 KPH

This tropical cyclone is expected to enter the Philippine Area of Responsibility (PAR) this afternoon and it will be named “LAWIN”.

The next update on this weather system will be the initial severe weather bulletin issued 5:00 pm this afternoon and the next update will be incorporated in the 5:00 am public weather forecast to be issued tomorrow.

Another YOLANDA?

But Typhoon HAIMA/PH LAWIN now entering the Philippine area of responsibility may be the next 'YOLANDA' (that was described then as the strongest storm to ever form and make landfall).

Weather warfare, weather modification, climate engineering, man-made super typhoons and related conspiracies/theories are internet conversations that may come to life again today with this topic. 

This tropical storm is expected to hit land, if it does, will hit the northern part of Luzon as other sources will show, by middle of this week.

I checked AccuWeather website which in general is technologically more advanced, and came across the following observation by their meteorologists (October 17):


Haima is expected to strengthen into a very strong typhoon and may become stronger than Sarika. It is possible that Haima becomes a super typhoon by Tuesday or Wednesday.
After torrential rains and damaging winds from Sarika over Luzon, the region will be even more susceptible to widespread flooding if Haina moves into the region, no matter its strength.

Even through the center of the storm is expected to track well to the south of Taiwan, bands of heavy rain could trigger flash flooding in the southeastern portion of the country on Thursday.
Haima is expected to make a final landfall in southeastern China late in the week. Areas such as Macau and Hong Kong could see impacts from this typhoon and should remain abreast of the situation.
Looking further ahead to tropical threats this winter, AccuWeather's long-range forecasting team includes the Philippines in the area of greatest risk in the West Pacific for a landfalling tropical storm or typhoon. (Oct. 17)

Dutchinse's shocking find

Then comes popular scientist, Michael Janitch, widely known online as Dutchsinse, with that uncanny ability to forecast earthquakes with accuracy, who captured a MIMIC (Morphed Integrated Microwave Imagery at CIMSS) pulse that occurred on October 12 (Oct. 13 in the Philippines), and posted on his Facebook as follows:
  
A giant microwave pulse was detected out over the Central Pacific coming from the near Fiji and Tonga going to the North towards Japan and Kamchatka Russia.
Keep watch for storm formation and earthquake activity near the pulse location(s).

What forms out of that from the same location?

Note that these images include hurricane/typhoon category as it hits the northern part of the Philippines - Category 4-5 in this instance.

Weather warfare

Some super-typhoons are man-made? Educate yourself. Try reading not only Dutchsinse's website but many government official sites linked from that site (which could take months for one to research and read). 

Also read the Canada-based Press Core website that came up with an article in connection with Yolanda titled, U.S. wages war against Philippines using its HAARP weather WMD systems. That article was published a few days after the devastating typhoon that struck the Visayas, particularly Samar and Leyte. Also read US attacked Philippines with HAARP.
