Sama-sama po natin salubungin ang Bagong Taon ng puno ng pag-asa at malasakit sa isa’t-isa. Maari po tayo mag-ingay gamit ang kaldero, turutot at busina.

This is to remind the genersl public that pursuant to Department of Interior and Local Government (DILG) Memorandum Circular 2018-216 in support of Executive Order No. 28, Series of 2017 which provides for the regulation and control of the use of firecrackers and other pyrotechnic devices, private individuals or households are prohibited to use or explode firecrackers and pyrotechnic devices.

Only fireworks are allowed and the same shall be ignited and to be operated in the designated community fireworks area and shall be manned or supervised by a trained pyrotechnics technician with a permit issued by the Philippine National Police (PNP).

The following or similar types (although of different name, but the same explosive power) of firecrackers are prohibited.

Speaker Velasco's statement on the President's signing of the General Appropriations Act of 2021

 



On 28th December 2020. The President signed the national spending package for next year, or the General Appropriations Act of 2021. Speaker Lord Allan Velasco issued the following statement:

Today, President Rodrigo Roa Duterte signed the historic national spending package for next year, or the General Appropriations Act of 2021, an all-important measure that will enable the government respond to and address the ongoing COVID-19 pandemic that has severely damaged our economy and disrupted the lives of millions of Filipinos across the country.

The P4.506-trillion national budget approved by Congress is the biggest by far and will better position the Philippines to beat the public health crisis and rise from its devastating effects. This is also a reflection of our government’s serious commitment and strong resolve to defeat the virus and bring the economy back on track.

Among the important features of this pandemic-responsive budget is the allocation of P72.5 billion for the purchase, storage, transportation and distribution of COVID-19 vaccines. Another P2 billion has been earmarked for the purchase of personal protective equipment or PPE to ensure that our health workers are safe as they carry out their duty of saving every patient from the virus.

Duterte on Monday signed into law the P4.5-trillion national budget for 2021

 


President Rodrigo Duterte on Monday signed into law the P4.5-trillion national budget for 2021.

Duterte signed the General Appropriations Act of 2021 before some members of Congress such as Senate President Vicente Sotto III and House Speaker Lord Allan Velasco in Malacaรฑang.

Next year’s budget is expected to fund measures aimed at improving the country’s healthcare system, ensuring food security, increasing investments in public and digital infrastructure, and helping communities cope with the COVID-19 pandemic.

Around P23 billion has been realigned by lawmakers for the rehabilitation of communities affected by the strong typhoons that hit the country this year.

The approved spending plan also contains an allocation of P72.5 billion for the purchase, storage, transportation, and distribution of COVID-19 vaccines.

The government will also spend P71.4 billion to subsidize the health insurance premiums of 13 million indigent families and seven million senior citizens and P4.7 billion for the procurement of more than two million sets of personal protective equipment for hospitals, laboratories and regional swab centers.

According to the Department and Budget and Management, the top 10 departments/sectors in terms of allocation are the following:

Education sector: P751.7 billion

Department of Public Works and Highways: P695.7 billion

Department of the Interior and Local Government: P249.3 billion

Department of Health: P210.2 billion

Department of National Defense: P205.8 billion

Department of Social Welfare and Development: P176.9 billion

Department of Transportation: P87.9 billion

Department of Agriculture: P71 billion

Judiciary: P45.3 billion

Department of Labor and Employment: P37.1 billion

The fight for speakership had threatened to delay the passage of the 2021 budget in the House of Representatives, prompting Duterte to certify the measure as urgent and call for a special session of Congress in October.

"The prompt ratification of the 2021 national budget is a testament to our commitment to set aside divisive partisan politics. Indeed, at this crucial juncture in our history, we can no longer afford to engage in the politics of division, hate, and finger-pointing," Duterte said in his speech.

In a statement, Senate finance committee chairperson Sonny Angara thanked the President for the prompt enactment of the national budget.

"There is too much at stake in the 2021 budget," Angara said.

"The economy is set to bounce back after a historic slump this year due to the COVID-19 pandemic and any delay in the passage of the budget would be akin to throwing a monkey wrench in the recovery process."

Angara also said the soon-to-be enacted extension of the validity of funds under the 2020 national budget and the Bayanihan to Recover as One Act will provide the government with the tools needed to address the pandemic.

Measure vs. COVID-19

Speaker Lord Allan Velasco hailed the signing of the P4.5-trillion national budget for next year, which he described as an "all-important measure" to help the government respond and address the COVID-19 pandemic.

Velasco himself witnessed the signing of the 2021 General Appropriations Act by President Rodrigo Duterte in Malacaรฑang, along with House Majority Leader Martin Romualdez, Committee on Appropriations chair Eric Yap and their counterparts from the Senate.

"The P4.506-trillion national budget approved by Congress is the biggest by far and will better position the Philippines to beat the public health crisis and rise from its devastating effects," Velasco said in a statement following the signing of the law.

Legislative measures processed with Speaker Velasco at the helm

 


With Speaker Lord Allan Velasco at the helm, the House of Representatives processed a total of 185 measures, including seven Republic Acts and 20 House Bills that will hopefully be signed by President Rodrigo Roa Duterte before year-end. These Bills include the 2021 General Appropriations Bill which would help Filipinos recover from the devastating impacts of the COVID-19 pandemic, already signed by the President as of today. Eighty-three bills were likewise approved on final reading and await Senate action.

Within two months since Speaker Velasco’s election as House Speaker, the House likewise acted upon and approved several SONA priority measures that will help President Duterte fulfill his promises to the Filipino people. These are the proposed Security of Tenure Act, amendment to the Anti-Money Laundering Act, proposed Internet Transactions Act, and the Coconut Levy Trust Fund Bill.


Speaker Lord Allan Velasco's statement on PACC 'corruption list'

President Rodrigo Roa Duterte revealed the names of government officials allegedly involved in corrupt practices because he recognizes that Filipinos are entitled to know what was in the report submitted by the Presidential Anti-Corruption Commission (PACC).

However, the President made it clear that there is a presumption of innocence and such announcement was not an indictment. He assured these officials that reading their names “does not mean it’s a condemnation or indictment that you are guilty of something” and that the public should “not take it as gospel truth that it’s true.”

We agree with the President that the public officials implicated in corruption enjoy the presumption of innocence until their conviction or acquittal, whatever the case may be.

Based on reports, the House members mentioned in the PACC list claimed that none of the representatives from PACC have invited them for questioning. It appears that the PACC has not made any investigation as to the veracity of the accusations against them since they belong to another branch of government, which is not within the authority of the Commission.

It is important that the concerned officials be given the chance to respond to the allegations of corrupt practices. Due process dictates that a thorough investigation be conducted to determine whether there is probable cause or evidence to support the charges against them.

Pursuant to due process, we believe that the matter should be brought before the Ombudsman, given the limited jurisdiction of the PACC over officials in the Executive Branch, and not those in the legislature. - PTV News

"Bilang isa sa sangay ng healthcare improvement, at habang nagtatrabaho po tayo sa pag-angat ng antas ng ating mga ospital upang mas malaanan ito ng dagdag kagamitan at pasilidad, tayo po ay dapat gumawa muna ng hakbang upang madagdagan ang transportasyong medikal ng ating mga bayan," ayon kay Gov. Velasco.

House hopeful Coconut Trust Fund Bill will get PRRD's nod

 



The House of Representatives, under the leadership of Speaker Lord Allan Velasco, is optimistic that the bill creating the coconut levy trust fund will be signed into law by President Rodrigo Duterte this time around.

According to Quezon 1st District Rep. Wilfrido Mark Enverga, the concerns on the first coconut levy bill that was vetoed by President Rodrigo Duterte last year have been addressed under the new measure which the House approved on third and final reading earlier this week.

“We are very careful in crafting this new version of the bill so we are confident that we have resolved everything,” said Enverga, who chairs the Committee on Agriculture and Food that earlier endorsed for plenary approval House Bill 8136, or the proposed Coconut Farmers and Industry Trust Fund Act.

Enverga added: “We ensured that there is a limitation of 99 years. Secondly, with regards to the broad powers given to PCA (Philippine Coconut Authority), we addressed this by delineating powers of implementing authority to the newly-constituted Board of PCA.

“We also established a Trust Fund Management Committee, composed of the DBM (Department of Budget and Management) and DOJ (Department of Justice).”

Enverga also expressed his gratitude to Speaker Velasco for making HB 8136 one of his priority measures, ensuring that the same will be passed by the House before it goes on a Christmas break.

He likewise praised Velasco for finding ways to coordinate with the Executive department to ensure that the bill will reach the table of the President for his consideration. 

The Speaker earlier lauded his colleagues in the House for the approval of the said measure. He also looks forward to its passage into law and help change the lives of poor coconut farmers and their beneficiaries.

HB 8136 is expected to benefit around 3.5 million coconut farmers from 68 coconut-producing provinces, who own not more than five hectares of farmland. It aims to increase the income of coconut farmers, alleviate poverty and promote social equity, and rehabilitate and modernize the industry towards farm productivity.

With this bill, Enverga said the government will be able to invigorate the coconut farming sector by investing in the industry itself.

“We would want to see the coconut farmers to advance in the value chain for them to be able to earn more as compared to pagko-copra lang ang kanilang inaasahan,” Enverga pointed out.

“Maari na silang mag-level up sa production. Yung value ng kanilang kinikita, mas tataas,” he added.

Entry to Marinduque of non-APORs particularly LSIs temporarily suspended due to COVID-19 surge

 



Due to the surge of COVID-19 cases in Marinduque the MIMAROPA Regional Task Force Against COVID-19 has temporarily suspended  the entry of persons not authorized outside of residence (non-APORs) particularly locally stranded individuals (LSIs) in the province beginning 18 December 2020 to 2 January 2021. 

This was contained in Joint Resolution No. 41, s. 2020 dated 11 December from the said RegionalTask Force.

In a letter from Gov. Presbitero J.Velasco, Jr. dated 10 December 2020, the Provincial Government of Marinduque requested the temporary suspension.

A DILG Advisory was also issued by Wilhelm M. Suyko, Regional Director and RIATF Chairperson enjoining the Provincial Government of Marinduque to:

Observe the parameters and regulations of the National Government to prevent and mitigate the spread of COVID-19; Ensure to provide the necessary assistance to all those affected due to the imposition of the moratorium and; Cause the widest dissemination of the RIATF-RTF concurrence.

9 Active Cases in Marinduque

An update from the Provincial Health Office of Marinduque meanwhile shows that as of 16 December a total of 9 active cases has been registered, 4 of them from Boac and 5 from Buenavista. PHO has likewise registered the total of cumulative number of cases at 162 cases, 149 local and 13 imported.  


House adjourns session until January 18, 2021; House concurs with Senate amendments on 2020 budget and #Bayanihan2

 


House Speaker Lord Allan Velasco today addressed his colleagues in the House of Representatives—thanking them for their hard work and perseverance amid the pandemic—shortly before Congress adjourns session for the Christmas break.

He likewise reminded them that they will continue to be united and work hard in their important task of making the Philippines a better place for every Filipino and the generations to come. With this, he underscored that it is a humble privilege for them to ease the burden of the Filipino people and the country that refuses to bow down despite getting the brunt of climate change.

Since Speaker Velasco took the helm as House Speaker in October, the House has processed a total of 185 measures, including seven Republic Acts and 20 House Bills that will hopefully be signed by President Rodrigo Roa Duterte, including the 2021 General Appropriations Bill which would help Filipinos recover from the devastating impacts of the COVID-19 pandemic. Eighty-three bills were likewise approved on final reading and awaiting Senate action.

Among the SONA priority measures acted upon and approved by the House under Speaker Velasco’s leadership are the proposed Security of Tenure Act, amendment to the Anti-Money Laundering Act, proposed Internet Transactions Act, and the Coconut Levy Trust Fund Bill.

The House also heeded the call of President Duterte to urgently pass the bills seeking for the extension of the Bayanihan to Recover as One Act and the validity of the 2020 national budget.

Sonny Angara confirmed that the House of Representatives has concurred with the Senate amendments on the bills extending the availability of appropriations found under the 2020 budget and #Bayanihan2. Ruling PDP-Laban: Pacquiao takes oath as party president; Speaker Velasco elected as executive vice president

MANILA, Philippines — Sen. Manny Pacquiao on Thursday said he continued to “pray over” his political future as rumors swirled that he was planned to run for a higher national office in 2022. 

In a Viber message sent by his staff, Pacquiao, who was installed as the new president of the Partido Demokratikong Pilipino-Lakas ng Bayan (PDP-Laban) on Wednesday evening, said his only goal at the moment was “to be able to better help the people in the grassroots, especially the survivors of recent disasters.”

The boxing champion, who has won titles in eight divisions, took his oath alongside Speaker Lord Allan Velasco, who was elected as executive vice president.

But party leaders immediately doused speculation that Pacquiao was being groomed as a candidate for a higher national office in 2022, saying it was too early to talk about the next elections. 

“Most people see political parties as mere vehicles for campaigning but [PDP-Laban should be an exception]. The party will provide a nationwide organization and avenues to directly reach and benefit the poorest of the poor, the voiceless, and the defenseless of our nation that Sen. Manny Pacquiao was once a part and now a champion of,” said Ron Munsayac, the party’s national executive director. 

Munsayac said the party’s focus was to help “ravished, hungry, and desperate” Filipinos deal with the coronavirus pandemic, and those affected by a recent string of natural calamities. 

PDP-Laban is one of the country’s largest political parties, with five incumbent senators, 58 members of the House of Representatives, 43 governors, 22 vice governors, 257 provincial board members, 608 mayors, 541 vice mayors, 4,081 councilors and 100,000 grassroots community leaders. 

Political analyst Victor Andres Manhit, founder and managing director of the political think tank Stratbase Group, said the choice of Pacquiao as PDP-Laban president must be viewed with the presence of Velasco in the equation. 

“Senator Pacquiao is known to be fully supportive of the President Duterte, while Speaker Velasco is also publicly known to be close to (Davao City) Mayor Inday Sara. This new leadership is meant to set up PDP-Laban as a party that can provide backing for whoever the President chooses [to run] as his successor [in 2022],” Manhit said. 

Manhit said he was surprised at the choice of Pacquiao, who is not known to have led a political party. 

“He may have other strengths but running a party is different, especially that PDP-Laban has not been known as a party that is strong internally,” he said.

But taking the role of party president may also not mean Pacquiao has his eyes focused on a run for higher office in 2022, Manhit said. 

“This somehow presents a dilemma for him because he is eligible for reelection, and has a high probability of winning another term in one of the 12 available slots in the Senate, rather than risk ruining his political career in a one-on-one [presidential] contest,” he said. 

If it is any indication of his political plans, Pacquiao also announced the coming launch of a mobile game based on his life story, “Fighting Pride: The Manny Pacquiao Saga.” 

Velasco’s appointment to one of the highest positions in PDP-Laban may also be part of attempts to lure Sara Duterte into the alliance, as she has in the past distanced herself from the political party that his father heads, Manhit said. 

He agreed with observations that Pacquiao’s installation was also meant to “stop the bleeding” within the party, as it had been hit by desertions and internal squabbles in recent months, mainly the tussle for the House speakership between Velasco and Taguig Rep. Alan Peter Cayetano. 

“It is not a secret that many of its members today [are] former members of other political parties. In other words, many of them [are] notable political butterflies,” he said. 

‘Deep resources’Party insiders, who spoke on condition of anonymity, said Pacquiao was chosen as party president because of his “deep resources,” and had the support of President Duterte. 

“It’s almost Christmastime once again, and party members would usually expect ‘gifts.’ Holding a party meeting by itself is already expensive,” a source said. 

In a statement, PDP-Laban said Pacquiao was installed in what leaders called a “hybrid fellowship night” at Las Casas Filipinas de Acuzar Hotel in Bagac town in Bataan province. 

In his speech, Pacquiao gave party members his “commitment [to] harness the administration party’s immense power and influence to fight corruption,” which he blamed as the “root cause of poverty in the country.”  

“We are not beholden to big businesses, foreign entities, nor vested interests, but only to the Filipino people. We are here to fight for the poor, the jobless, the homeless, the voiceless and the hopeless,” he said. 

Pacquiao and Velasco took their oaths before Sen. Aquilino “Koko” Pimentel III, the outgoing PDP-Laban president. 

Pimentel said he had passed the day-to-day running of the party on to Pacquiao, who he described as “one with new modern ideas, and one who has the time, energy, and boldness to prepare the party for the 2022 national and local elections.”
