Lookback: Walang Sugat dinala muli sa Marinduque after a hundred years

Culture vulture ka baga? Alam mo baga that in 2010, the MIMAROPA ARTS & CULTURE SUMMIT was held in Marinduque as part of Araw ng Marinduque commemoration. A Grand Parade showcasing local festivals was also held.

"Walang Sugat", the well-loved sarswela masterpiece by Filipino librettist Severino Reyes was presented in Marinduque on February 18 & 19, 2010, only the second time it was seen on the island after more than a century! 

This zarzuela was first presented here in 1902 on the occasion of the Boac town fiesta with no less than then Fiscal of Tayabas and future Philippine president, Manuel L. Quezon as guest of honor. 

That original production was mounted by Gran Compania de Zarzuela Tagala of Manila and was brought to Marinduque in the same year it was premiered to the world. 

The 2010 production was staged by Barasoain Kalinangan Foundation, Inc. (BKFI), recipient of CCP's Gawad para sa Sining as best theater group in the Philippines. 

The project highlighted the 90th Anniversary of "Araw ng Marinduque" and Philippine International Arts Festival 2010 celebration on this island, spearheaded by the provincial government of Marinduque headed by Gov. Bong Carrion in cooperation with National Commission for Culture & the Arts (NCCA), CCP, BKFI and the island-province's six municipalities. 



The occasion also served as an avenue to promote NCCA programs and partnership with LGUs in the MIMAROPA Region with the holding in Marinduque of the "Gintong Binhi" the 1st Mimaropa Arts & Culture Forum. - ej obligacion

Araw ng Marinduque 2022: Marinduque Celadon Jar send off and welcome program for its unveiling

 


No to forget! The Marinduque Celadon Jar, is a National Cultural Treasure

On February 18, personnel from the National Museum Philippines, Archeology Division carefully wrapped and packed the Marinduque Celadon Jar, which is now already in transit to the National Museum Marinduque-Romblon.

Acquired by the National Museum of the Philippines in 1965, through the then Assistant Director Alfredo Evangelista, the Marinduque Celadon Jar was exhibited at Palayok: The Ceramic Heritage of the Philippines gallery of the National Museum of Anthropology. Fifty-six years later after it was found, this National Cultural Treasure (NTC) will be unveiled to the people of Marinduque on February 21, 2022 as they celebrate the 102nd Founding Anniversary of their hometown.

This rare stoneware is dated to 1279 to 1368 Common Era, during the Yuan Dynasty in China. It features a translucent jade-like green glaze application throughout its body, decorated with four Chinese dragons in embossed relief – a symbol of imperial power, strength, and good fortune in East Asian culture.

In 2010, the Marinduque Celadon Jar was declared a National Cultural Treasure for its outstanding historical, cultural, artistic and/or scientific value which is significant and important to the country and nation.

Welcome Program

On the scheduled unveiling of the NTC at the National Museum in Malusak, Boac on Monday, February 21 at 3:00 pm invited guests will be welcomed by the Pangkat Kalutang Group and Morion Group acting as Honor Guards outside the Museum.

The program starts with a Prayer offered by Rev. Fr. Eulogio Mangui parish priest of the Boac Cathedral followed by messages from NM Director-General Jeremy Barnes, Boac Mayor Armi DC Carrion, Governor Presbitero Velasco, Jr., and House Speaker Lord Allan Q. Velasco.

The Marinduque Celadon Jar will then be unveiled in a special glass display case at the Mezzanine Gallery. The Yuan Dynasty Jar’s homecoming after more than five decades when it was found was initiated by Gov. Velasco in 2019, part of the provincial government's efforts to generate new interest on Marinduque’s rich history and numerous tangible and intangible cultural treasures.

House body OKs February 21 as Araw ng Marinduque

 

Rep. Velasco also made the announcement during the recent unveiling ceremonies of Bantayog-Wika for Tagalog Marindukenyo.

Marinduque Rep. Lord Allan Velasco on Wednesday welcomed the approval of his bill by the House committee on local government declaring February 21 as Araw ng Marinduque, calling it a recognition of the colorful history of the province and its people.

Under House Bill (HB) 6552, which Velasco sponsored, the commemoration of the founding anniversary of the Province of Marinduque, considered the “Heart of the Philippines” and home of the Moriones festival (Moryonan) will be declared a special nonworking holiday to allow the Marinduquenos to celebrate the occasion.

“The foundation day of a province is a reminder to the local community about the long standing culture and tradition of the province,” Velasco said. “The festivities that accompany the celebration are part of the Filipino culture. They boost the morale of our people and forge a stronger bond among the local population.”

In his proposed legislation, Velasco noted the “ambivalent history” of Marinduque before it could finally call itself “The Province of Marinduque”.

For decades since the 1500s during the Spanish regime, Marinduque had been made part of Laguna, Mindoro, Batangas and Quezon.

Along with Mindoro, on the southeast portion of Laguna and Camarines, Marinduque was made a part of Batangas when it was founded in 1581 by the Spaniards.

It also became part of Mindoro in the early 1700s.

On April 28, 1898, Marinduque separated from Mindoro and from Spanish rule.

It was ratified by the ruling class from different towns of the island province.

Martin Lardizabal, the military governor of Marinduque’s first revolutionary provincial government led the local struggle.

On May 1, 1901, Marinduque finally became a new province by virtue of Philippine Commission Act No. 125. Its status as a province was shortlived after it was annexed to the Province of Tayabas (now Quezon) by virtue of Act No. 499 on November 10, 1902.

Five years later, Marinduque was declared a sub-province of Tayabas under Act No. 1649 with Juan Nieva as lieutenant governor.

Finally, on February 21, 1920, Act No. 2880 reestablished the Province of Marinduque as a separate and independent province from Tayabas.

Marinduque kicks off weeklong centennial fete

The island province of Marinduque kicked off its weeklong celebration for its centennial founding anniversary with the unveiling of the plaque of the historic Boac Cathedral declaring it an Important Cultural Property (ICP) last Feb. 16.

Officially known as the Immaculate Conception Parish Church, and regarded as the greatest monument of faith and history, it was given the accolade by the National Museum of the Philippines in December 2018.

Situated southeast of mainland Luzon, Marinduque was reestablished by the American authorities on Feb. 21, 1920, after a brief reign as a separate province in 1901, and part of Batangas and Mindoro, and a sub-province of the former Tayabas province (now Quezon).

Other major events include the unveiling of the Centennial Monument and the Bantayog-Wika, an initiative of the National Commission for Culture and the Arts, Komisyon sa Wikang Filipino, and the Provincial Government, in recognition of the language which are among the roots from which the modern national forms have sprung, and where remnants of archaic Tagalog forms can be found.

On Feb. 20, an art workshop titled “Sining SikLAVan sa Sentenaryo” will be led by well-known artist Maestro Fernando Sena who hails from Gasan and the Miss Marinduque Centennial Queen pageant with sentimental OPM singer Myrus.

Fringe activities include the Barakalan sa Sentenaryo agro-trade and tourism fair of the Marinduque Chamber of Commerce and Industry and the Department of Trade and Industry, and various socio-civic activities.

Supported by the National Commission for Culture and the Arts, the Department of Tourism-Mimaropa Region, PLDT-Smart, San Miguel Corp., and Petron, celebrations conclude with the Centennial Heritage Tour around the province, and the 4x4 Offroad Jeep Club Philippines National Jamboree.

Composed of six towns, the province is known for the traditional Moriones Festival every Holy Week which features the iconic wooden moryon masks and regalia of the Roman soldiers who crucified Jesus Christ.

MARINDUQUEŃOS' SENTENARYO EVENTS BEGIN



 A significant milestone comes to the MIMAROPA island-province tagged for many decades as the ‘Heart of the Philippines’. People of Marinduque will be commemorating their Centennial Anniversary on February 21, 2020 -  Sentenaryo ng “Araw ng Marinduque”.


The date marks 100 years of Marinduque’s reestablishment as an independent province after being a part in various periods of the provinces of Batangas and Mindoro with a brief reign as a separate province in 1901, and as a sub-province of the former Tayabas province (now Quezon),

To drumbeat this event, all LGU’s joined in a 100-day Countdown to Centennial last November 14, 2019, led by Governor Presbitero J. Velasco, Jr. The involvement of everyone in showcasing local traditional arts, culture, trade and tourism attractions, the island-province’s historical and national significance and paying tribute to its most outstanding sons and daughters, among others was the goal to achieve a truly memorable celebration.

While the six Marinduque towns of Boac, Buenavista, Gasan, Mogpog, Sta. Cruz and Torrijos are holding related cultural activities throughout the year, festivities during the centennial week revolve mostly around Boac, the capital from February 16-22.


Calendar of Events

A Thanksgiving Mass at the Boac Cathedral on February 16 starts the centennial week. This historical cathedral, the greatest monument of faith of the people of Marinduque and symbol of their religiosity will see the unveiling on this day of a historical marker from the National Museum of the Philippines declaring it an Important Cultural Property (ICP).


Barakalan sa Sentenaryo at the Expo Site under the auspices of the Marinduque Chamber of Commerce and Industry (MCCI) and the Department of Trade and Industry {DTI} is an agro-trade and tourism fair showcasing local products (Feb. 17-22). Municipal governments will dress up their individual booths promoting their best products. Barakalan will also feature a gallery exhibit, 
‘100@100’ set-up by the HeArts Council on works and performances of local artists.  In the same venue there will be nightly shows with cultural presentations, Battle of the Bands and acoustic artists performing.


Health

February 18 will focus on efforts to improve medical services in the province through the inauguration of Medical Arts Building, blessing and ribbon-cutting of the MPH Diagnostic Center, Marinduque Child Development Center and the renaming of DRPH back to Marinduque Provincial Hospital, its old name. “Lav ko si Lolo, Lav ko si Lola”, a health services project for senior citizens will also be launched by Cong. Lord Allan Q. Velasco.

Historical and cultural monuments, heritage, arts, parade, performances

On February 19, a Centennial Monument celebrating this milestone will be unveiled at the capitol park.  The unveiling of another monument, Bantayog-Wika in recognition of Tagalog-Marinduque has been moved to April. This is a joint project of the Provincial Government of Marinduque, the National Commission for Culture and the Arts (NCCA), and Komisyon sa Wikang Filipino (KWF).
On February 20 an art workshop titled "Sining SikLAVan sa Sentenaryo" will be conducted by Maestro Fernando Sena who traces his roots from Gasan town and will be held at Marinduque State College audio-visual room.

A showcase of intangible cultural heritage unique to the province such as the “Putong” song-and-dance welcome ritual, folk dances and a competition for the playing of “Kalutang” musical instruments by school children was earlier scheduled for the 20th. This together with other cultural projects in partnership with the National Commission for Culture and the Arts (NCCA), and the Department of Education  had to be moved to a later date, however.

The Search for the much-awaited Miss Marinduque Centennial Queen goes on stage at the Convention Center on February 20. Twelve beauties from the six municipalities have undergone screening and  have visited local tourist spots for photo-shoots, and have paid courtesy visits to all the mayors.

On the day of the Anniversary, February 21, 2020, participating Marinduque colleges and national agency offices are set to start an early morning Parade of Floats utilizing indigenous materials. The floats touring the six towns of Marinduque depict significant events in its colorful history from precolonial, colonial period up to the present -  and towards “Bagong Sentenaryo Patugo sa Pag-Asenso”, the centennial theme.

More of local artistry and creativity will likewise be showcased in municipal Festival Floats on the tail-end of the parade. But moved to a later date in April 2020 due to current national health concerns is the showdown at the Sports Arena in Boac of the street dancing festival Bila-Bila (Boac), Kangga (Mogpog), Ati-atihan (Sta. Cruz), Lechonan (Torrijos), Maalindog-Tubaan (Buenavista), and Gasang-Gasang (Gasan).

Gawad Marinduqueňo awards will be given, also posthumously, to the most outstanding personalities in various fields of endeavor that the province has produced. The February 21 awards night will also showcase Baliktanaw sa Kasaysayan at Kulturang Marinduque with award-winning and notable local artists, the likes of Joseleo Logdat, Angel Peňaflor, Jasmine Salvo, Sarah Faye Bacal and I Baritoni. Also featured are Musika sa Isla Ensemble, Educational Systems Technological Institute (ESTI), students, the Capitol Choir, Kalutang players with the Centennial Orchestra.  Featured guest artist is popular singer-songwriter Ogie Alcasid.

Gov. Presbitero J. Velasco, Jr. also spearheaded the refurbishing of the provincial capitol building in time for this milestone.

Malacanang earlier declared Friday, February 21, 2020, a special (non-working) day in the province of Marinduque.  Proclamation No. 879 issued January 6, 2020 declared it is but fitting and proper that the people of the Province of Marinduque be given opportunity to celebrate and participate in the occasion with appropriate ceremonies.

Sentenaryo ng Marinduque: Kasaysayan bilang malayang lalawigan

SENTENARYO NG MARINDUQUE

Ang Marinduque, kasama ang Mindoro, ang timog-silangang bahagi ng Laguna at Camarines ay naging bahagi muna ng Batangas nang itinatag ang huli noong 1581 ng mga Kastila. 

Noong unang bahagi ng ika-17 siglo, ang isla ng Marinduque ay nahiwalay naman mula sa Batangas at naging bahagi ng Mindoro bilang isang corregimiento o bayan. Noong 1671, gumana ang Marinduque bilang lalawigan ngunit sa kalaunan ay naging isang sub-province ng Mindoro.

Noong Abril 28, 1898, ng bumagsak ang huling casadores (mga sundalong Tagalog) ng Espanyol pagkatapos ng armadong tunggalian sa himagsikan noong Digmaang Pilipino-Espanyol, idineklara ng Marinduque ang paghiwalay nito mula sa Mindoro at mula sa pamamalakad ng Espanyol, isang hakbang na pinagtibay ng ilustrados ng Marinduque . 

Ang lokal na pakikibaka ay pinamunuan ni Martin Lardizabal, naging gobernador militar ng unang rebolusyonaryong pamahalaang panlalawigan ng Marinduque.

Noong Mayo 1, 1901, ipinasa ng Komisyon ng Estados Unidos-Pilipinas ang Act No. 125 na lumikha ng Lalawigan ng Marinduque, na binubuo ng mga isla ng Marinduque at sa mga kalapit na maliliit na isla. Ang pamahalaang panlalawigan ay itinatag sa munisipalidad ng Boac bilang kabisera. 

Gayunpaman, sa pamamagitan ng Batas No. 423, na may petsang Hunyo 23, 1902, idinikit (annexed), ng Komisyon ng US-Pilipinas ang isla ng Mindoro, kabilang ang isla ng Lubang (matapos itong mahiwalay mula sa Cavite), sa Lalawigan ng Marinduque. Nanatili ang bayan ng Boac bilang kabisera ng mga pinagsama-samang lalawigan.

Pagkaraan ng apat na buwan, noong Nobyembre 10, 1902, dahil sa Batas No. 499, ang Marinduque ay naging bahagi ng Lalawigan ng Tayabas, (kasalukuyang Lalawigan ng Quezon) . Noong Mayo 17, 1907, sa ilalim ng Batas No. 1649, ginawa ng Komisyon ang Marinduque bilang isang sub-province ng Tayabas.

Sa wakas, noong Pebrero 21, 1920, ang Batas No. 2880, na inisponsor sa Lower House ng hinirang na kinatawan na si Ricardo Paras ng Marinduque, ay naghiwalay sa sub-province ng Marinduque mula sa Tayabas. Kaya't muling itinatag ang dating Lalawigan ng Marinduque. Ang batas na iyon ay inaprubahan Pebrero 21, 1920, at pinirmahan ng Gobernador-Heneral na si Francis Burton Harrison sa bisa ng Executive Order No. 12.  Ang Marinduque ay tuluyan nang naging isang hiwalay at malayang lalawigan.


Kopya ng Executive Order No. 12 na pinirmahan ni FB Harrison na nalimbag sa Official Gazette na may petsang 17 Marso 1920.

Ito ang batayan ng "ARAW NG MARINDUQUE".


Unang idinaos ang pagdiriwang nito sa lalawigan noong 2008, bilang bahagi ng mga pagsisikap ng lalawigan para palaganapin ang turismo, at para sa pang-ekonomiya at panlipunang pag-unlad. Ang Ordinansa No. 81 ay ipinasa noong 2009 ng Sangguniang Panlalawigan ng Marinduque na nagdedeklara ng Pebrero 21 ng bawat taon bilang "Araw ng Marinduque".

Sa taong 2020 naman isasagawa ang pagdiriwang ng Sentenaryo ng Marinduque. Sinabi ng bagong-halal na Gobernador ng Marinduque, Gov. Presbitero J. Velasco, Jr. sa kanyang unang talumpati na "ngayon ang bukang-liwayway ng isang malaking pagbabago na mag-aakay sa atin sa isang bagong panahon tungo sa susunod na 100 taon. Itinuturing ko ang bagong milenyo sa lalawigan bilang Golden Era ng lalawigan ng Marinduque." (Today is the dawn of a great change that will usher a new era in the next 100 years of our great province. I will consider the next millennium in the province as the Golden Era of the Province of Marinduque.)

Preparing for the Marinduque Centennial 2020: Pero paano baga naganap ang unang "Araw ng Marinduque"?


It was on February 2008, when the very first Araw ng Marinduque celebration was held. For love of Marinduque.


Well known director Frank Rivera was invited to conduct a workshop for the dance-drama cast and the participating cultural groups. Altogether, the “Viva Marinduque” artistic and production staff were composed of 100 persons. During the performance in Buenavista, Mayor Ofelia Madrigal requested that some dancers who took part in their municipal showcase be also included in the Viva repertoire to perform some of the local dances, increasing the number of performers to 120.

The idea of celebrating Marinduque’s founding anniversary in fitting ceremonies province-wide with activities showcasing its traditional arts & culture, history, products and uniqueness as a province, in the same vein that all municipalities, provinces and cities in the Philippines mark their own anniversaries, was proposed by this blogger in late November 2007, in his capacity as consultant for tourism and cultural affairs of to the provincial government. 

The said proposal was warmly supported by the Sangguniang Panlalawigan’s Committee on Tourism chaired by the late board member Yolando Querubin.

Knowing that the funds of the provincial government for such activities were limited at that time, I had the opportunity to discuss the possibility of obtaining a grant from the National Commission for Culture and the Arts with the late NCCA Commissioner Elmer B. Ingles while attending a seminar in Vigan earlier in the same month of November. Ingles was enthusiastic about the idea of supporting a joint PHILIPPINE ARTS FESTIVAL (PAF) and “ARAW NG MARINDUQUE” celebration, both occurring in the month of February (now National Arts Month).
On my way back to Marinduque from Vigan I already got a phone call from a NCCA culture and arts officer, apparently directed by the commissioner asking me to immediately fax my proposal that should strictly follow the official guidelines for the Philippine Arts Festival grants. But it had to be done right away as the deadline for submission was already on the following day. 

This was complied with, and soon after came the response for the inclusion of Marinduque in the national arts festival project. A Memorandum of Agreement between the Provincial Government of Marinduque and the NCCA was eventually signed, witnessed by the Provincial Accountant with the Provincial Treasurer issuing a certificate on which official bank account the NCCA funds should be transferred to.

PAF-ARAW NG MARINDUQUE COMMITTEE

A committee tasked to map out plans for the celebration was immediately created. This was composed of representatives of the Provincial Planning and Development Office, the Provincial Tourism Office, the Office of the Governor, Sangguniang Panlalawigan, the Department of Trade and Industry, the Department of Education, the Provincial Engineering Office and the six municipalities of Boac, Buenavista, Gasan, Mogpog, Torrijos and Sta. Cruz.


“VIVA MARINDUQUE” was adopted as the project title of “ANI NG SINING IN MARINDUQUE: PHILIPPINE ARTS FESTIVAL 2008”, and in line with NCCA objectives - to celebrate the Filipinos artistic creations; to promote the Filipino creativity, specifically of local and indigenous talents, through various forms of artistic expressions; to provide a venue for broader participation in creative activities; to drumbeat “Araw ng Marinduque” as a new avenue for cultural-tourism promotion and development in the province.

It also aimed to raise the level of cultural awareness among local artists and the community, in general, and is expected to pave the way for the honing of local talents, as well as strengthening their network among other artists, cultural workers and arts enthusiasts within and beyond the island-province. 

It was also seen as a rare opportunity to raise the level of local and national awareness on Marinduque’s rich cultural heritage.

The “Viva” project was held as an interactive and collaborative project with the NCCA, all the local municipalities, participating schools, cultural organizations, performers and participating groups. This showcase was then presented in all the six municipalities, simultaneous with the arts festivals in Luzon, Visayas and Mindanao.

VENUES

Available public spaces were utilized, namely, covered courts, gyms or open spaces, specifically Boac Covered Court, Mogpog Covered Court, Sta. Cruz Gym, Open Court in Torrijos, Open Public Park in Buenavista and Municipal Tennis Court in Gasan.



The February rains posed a problem as there were days when it rained the whole day on scheduled dates. In Sta. Cruz the original venue had to be changed from the Sta. Cruz Open Court to the Gym two hours before the show. In Torrijos, Buenavista and Gasan, the venues of which had open spaces the rains stopped as if on cue. In all the venues and scheduled dates the programs started at exactly 7:31pm).



The cast dressed up all the venues with backdrops, curtains, mobile platforms designed for the purpose, and additional plants and designs where needed. The municipal governments provided monobloc chairs for the use of town officials, visitors and guests. The general public used bleachers or watched standing on top of parked jeepneys or trucks. A technical crew that travelled with the group was responsible for installation of lights and sound requirements.

THE CULTURAL SHOWCASE

Cultural and historical researches were major components of this project that went beyond the traditional arts expressions for which Marinduque is known for, such as moryonan and putong that remained important “Viva” features. Presented were: 

“Moryonan” – dance drama on Marinduque’s famous Lenten tradition;

“Bulong” – dance-drama on teleportation/entry into another dimension, a belief still popular in far-flung areas; 

“Labanan sa Pulang Lupa” – dance-drama with original song on the “Battle of Pulang Lupa” with choral rendition by the Marinduque Provincial Capitol Choir; Mini-feature on one of the U.N. Millenium Development Goals, poverty alleviation (an NCCA requirement);

Students from Bangbang National High School and Marinduque Midwest School and out-of-school youth underwent workshops/rehearsals conducted by this blogger as artistic director and project coordinator with the assistance of choreographers Joseph Ogalinola and Ian Sotto (both from Buenavista), Oliver Macunat and Roselo Salvacion (both from Gasan). 


Mogpog's "Battle of Bintakay"
Part of the arts festival concept was the inclusion of municipal showcases. The municipality of Mogpog came up with “Battle of Bintakay”, performed by DepEd teachers, about the revolutionary struggle in Mogpog during the Filipino-Spanish war. The story was presented from the point of view of Olympia Manuba, the local Gabriela Silang. The play also incorporated local dances, songs and cultural practices, and underscored the capacity of women to be so empowered as to join the fight for Inang Bayan.

In Boac, DepEd teachers presented a local folk dance; In Sta. Cruz the municipal choir rendered various local songs with an elderly veteran of “Harana” songs dishing out a few songs. In Buenavista, selected students from Buenavista National High School performed three local dances, including “Banderitas de Libas”, said to be a native dance that was eventually included in the Viva presentations. “Harana” songs complete with a movable ‘bahay kubo’ was likewise performed as part of the municipal contribution.


Torrijos' "Inalimango"
In Torrijos, DepEd teachers danced “Inalimango” as well as other lesser known folk dances. As most of the Viva performers were from Gasan including the Kalutang musicians, the municipal government helped in the technical aspects of the production from rehearsals, providing additional mobile platforms when necessary, providing additional meals and snacks to the cast and appointing a municipal staff as coordinator for all Gasan performers throughout the duration of the project (January-February).

Responsibility for lights and sound, production design, costumes and props, transportation, accommodation, meals and snacks, streamers and documentation were variously assumed by the provincial government and participating sponsors.

AUDIENCE

Government officials, employees, teachers, students, parents and people from all walks of life watched the “Viva Marinduque” presentations. Depending on the weather situation and other factors such as efforts exerted by the municipal governments to attract a good crowd the estimates were: 

Mogpog (2,000), Sta. Cruz (held at the Gym with 500 people mostly dressed up for the occasion); Boac (700); Buenavista (2,000); Torrijos (1,000) and Gasan (2,500). The Mogpog Viva presentation was shown on the two local cable channels and covered by the local paper, “The Weekly Marinduque”. Performances were held in Boac (Feb 9), Mogpog (Feb 12), Torrijos (Feb 16), Sta. Cruz (Feb. 17), Buenavista (Feb 23) and Gasan (Feb. 26, 2008).

THE OTHER “ARAW NG MARINDUQUE” FESTIVITIES



“Viva Marinduque” was the most visible of all the Philippine Arts Festival-Araw ng Marinduque celebration because of its province-wide presence. There were other activities undertaken, however, to mark the event. Among them: 

“Barakalan at Turismo” (Trade, Tourism and Food Fair) a cooperative endeavor among the six municipalities of Marinduque, the Department of Trade and Industry and the provincial government. The exhibition site (Boac Covered Court), served as a big bazaar of quality Marinduque trade and tourism products and served as tourist information center as a whole. (Feb. 16-21, 2008)

“Quiz-Bee & Oratorical Contests” organized by the Department of Education, the Quiz-Bee on Marinduque’s culture and history, as well as the Oratorical Contest were undertaken for high school students in public and private schools. The latter’s theme was “Marinduque: Alab ng Puso ng Pilipinas”. DepEd took care of the responsibility for the guidelines and mechanics of the contests. Held at the Boac Covered Court. “Harana”. As Marinduque is known to be one of the few remaining localities in the country where the traditional “Harana”, local serenade, is being practiced, or where the old songs remain popular to oldtimers, all municipalities showcased their versions of Harana to generate new interest in this tradition. Held at Sta. Cruz Municipal Court (Feb. 18, 2008).

“National Conference on Marinduque”

The former National Historical Institute identified eminent historians, researchers, anthropologists and archaeologists to present papers on various aspects of Marinduque’s culture from pre-Hispanic times to the present.

“Grand Parada” (Street-Dancing Festival Showcase). Showcase of municipal festivals introduced in recent years to promote the province as a year-round tourist destination. Participated in by the provincial government, the six municipalities, Phiippine National Police, Department of Education, other participating agencies, NGOs and the business community.

Unprecedented kudos to all individuals and orgs involved

Spreading cultural and historical awareness and continuously exploring, searching for that something that could help bring about unity and positive change in a small, poor, politically divided island-province, promoting a sense of oneness, a clearer sense of identity and direction among Marinduquenos, are tasks cultural workers and artists take upon themselves to undertake. 

It is believed that existing political structures could make it rather difficult for cultural undertakings of the same magnitude as the first "Araw ng Marinduque" to prosper. But the message of the Araw ng Marinduque celebration was clear. 

As the first Araw ng Marinduque celebration was concluded, a RESOLUTION was adopted by the SANGGUNIANG PANLALAWIGAN NG MARINDUQUE. It was to commend all the individuals behind the success of the two projects for such an achievement "despite the limited time and budget of the provincial government and the six municipalities... and even strengthened a collaborative effort with the national government offices/agencies and other organizations..."

The resolution stated that "despite the limited time and budget", the event "exuded the province's unique culture, customs and traditions which were hailed by most of those who witnessed the various activities and presentations".

The huge success of the Viva Marinduque project could be gleaned from the welcome decision of the NCCA for singular inclusion of Marinduque three (3) years in a row in the Commission's annual Philippine Arts Festival projects, and to prioritize cultural development in this island-province.

WHEREAS, the recent celebration of the “Araw ng Marinduque”, the founding anniversary of the province, had exuded the province’s unique culture, customs and traditions which were hailed by most of those who witnessed the various activities and presentations relative to the same;
WHEREAS, despite the limited time and budget of the provincial government and the six municipalities, it did not constrain them from organizing a committee that made the event a success and even strengthened a collaborative effort with the national government offices/agencies and other organizations that led to such an achievement;

WHEREAS, the Sangguniang Panlalawigan is truly grateful to all individuals and/or organizations who in one way or another, and through their efforts, have contributed to the success of such an endeavour;
